Salary Range: $73,726 – $122,514

 

The mission of the Department of Environmental Protection (DEP) is to enhance the quality of life in our community by protecting and improving Montgomery County’s air, water and land in a sustainable way while fostering smart growth, a thriving economy and healthy communities.

 

DEP is seeking an experienced individual to serve as a full-time Senior Engineer in the Recycling and Resource Management Division, Resource Conversion Section. This is non-supervisory professional engineering work. Under the direction of the Resource Conversion Section Chief, the primary purpose and responsibility of this position is to manage complex and difficult technical assignments in the various functional areas of engineering, operations, and contract management and provide daily oversight of the Material Recovery Facility. The position will work with public and private officials; Maryland State employees, engineers; lawyers, contractors; consultants; community leaders and associations as well as County personnel to exchange information, plan and coordinate operational matters.

 

The Senior Engineer will resolve problems, provide advice/guidance, and/or justify County actions related to programs, projects, infrastructure, mechanical equipment, and community impact of development, equipment, construction, and other projects at the Shady Grove Transfer Station and Material Recovery Facility.

 

Duties include, but are not limited to:

  • Oversee large scale, complex, multifacility, high dollar and long duration projects (which involve multiple engineering and environmental disciplines, coordination entities and stakeholders), to small scale routine assignments that are short in duration that may include a limited number of participants.
  • Inspect work sites to check project status and activities at the Shady Grove Transfer Station and Material Recovery Facility and other County facilities.
  • Develop and access material processing, commodity inventory, quality assurance to reduce contamination, ensuring the efficient processing of material, management and implementation of budgets, review and approval of contractor invoicing to ensure accuracy with the work performed and consistency with approved budget and services.
  • Assess processing and production needs as they relate to the program; oversees all current services including contractor support of operations, support educational groups and develop information and respond to customer and contractor inquiries.
  • Develop methods and procedures for determining operational parameters, safety, services and expenditures.
  • Work with architecture and engineering firms to develop recommendations for finalizing designs to be presented to the Section Chief for approval; participates in vetting projects for bid.
  • Monitors and documents work of contractors engaged in constructing and engineering projects.
  • Observe work, conducts inspections materials used in or during production or construction; confers with contractors regarding schedules, safety measures, site problems, and delays; reviews and recommends on requests for changes, for payments and processes other paperwork, prepares project reports and maintains project records and files.
  • Provide technical assistance to the Transfer Station and Recycling Center, department directors, County staff and contractors.
  • Oversee on-call engineering services contracts relating to projects at the Transfer Station and material recovery facility.
  • Develop budget proposals for funding current, expanded, and/or new programs, projects, or services.
  • Develop and administer contracts and budgets, which include preparing requests for proposals (RFP’s), advertising, reviewing bids and proposals, contract preparation and processing, and administration of funds.
  • Plan, design, develop, and manage programs to meet facility needs and objectives; and provide implementation and analysis of information and production capacities.
  • Review and evaluate new or existing industry standards, codes, and practices to develop standards and guides for an area of technical engineering; reviews plans and proposals within the areas of solid waste, recycling, and material recovery facilities; and serves as expert or technical resource in the County on matters within the aforementioned areas.

 

Employee will work in an industrial site and sometimes visit work sites to resolve problems. There may be exposure to hazardous materials that require the use of safety gear. This position also involves occasional standing for long periods, walking over rough and uneven terrain, stooping, bending, reaching and occasional climbing at work sites.

 

The individual selected for this position will be considered an “Essential Employee.” Essential employees must report to work during a period of general emergency or liberal leave.

This position REQUIRES possession of a valid driver’s license from applicant’s state of residence, and the ability to drive a County vehicle to observe and/or perform work on the Transfer Station grounds or site visits.

 

Certified Professional Engineers are encouraged to apply.

 

MINIMUM QUALIFICATIONS  

Experience: Considerable (five (5) years) experience in engineering related to municipal solid waste, transfer stations, material recovery facilities, recycling processing facilities, mechanical engineering or electrical engineering.

 

Education: Graduation from an accredited college or university with a Bachelor’s Degree or higher in engineering or a related discipline appropriate to the assigned position. Registration as a Professional Engineer may substitute for the degree.

 

Equivalency: An Equivalent combination of education and experience may be substituted, provided such combination includes at least sixty (60) accredited semester hours (or an equivalent amount of accredited professional training) in engineering or related courses appropriate to the assigned position.

 

License:   Possession and maintenance at all times of a valid Class “C” (or equivalent) driver’s license from the applicant’s state of residence.

 

PREFERRED CRITERIA

All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated “Qualified,” placed on the Eligible List, and may be considered for interview.
