Part-Time Legal and Human Resources Support
Job Description
Our company, Ocean Associates, Inc., specializes in fisheries and oceanographic staff augmentation work – mostly Federal and mostly in NMFS, NOS and USFWS. We have approximately 150 staff members working in 23 states. The work is broad, from designing and implementing surveys to interpreting the work and drafting regulations. We repair and operate boats, support tidal gage networks and analysis, help study and manage salmon in rivers and the ocean, monitor marine mammals from the Arctic to Antarctica, address climate and wind issues, assist on protected species issues, and many other types of marine and freshwater science, operations, and regulatory work.
This position provides legal and human resources support. The work is fully remote with salary based on experience. We need someone who can take on broad responsibilities in human resources, employment law and Federal contracting. The position will initially be 20-25 hours per week with the opportunity for full-time work depending on the person. Our primary office is in Arlington, VA.
Duties:
- Advise company management on broad array of legal affairs to lower risk and maintain compliance with Federal and state laws where OAI is performing work.
- Prepare and advise on customer and inter-firm bid packages, contracts, and agreements (such as work share and prime/sub arrangements). This includes drafting and negotiating teaming, subcontractor, confidentiality and nondisclosure agreements, employment agreements and purchase order documents.
- Develop policies, practices, and guidelines concerning federal and state compliance with applicable laws and regulations.
- Advise on hiring process, maternity and disability leave, federal OSHA and state OSHA compliance, workplace injuries, paid sick-leave, disability, background checks, minimum wage, and other laws.
- Government Contract Compliance: Advise on compliance with FAR, DFARS, CAR, SBA, OFCCP, and other regulations. Assist with annual update of affirmative action plan, small business subcontracting plan, scientific integrity plan, and organizational conflict of interest mitigation plan to ensure compliance with Federal contracting rules.
- Develop HR strategic policies and plans for recruiting, training, pay, benefit, etc.), including considerations of economic and work efficiency.
- Corporate Insurance and Employee Benefits: Assist with annual renewals of corporate insurance policies.
- Assist with annual reviews of employment benefits and the administration of employee benefits including relationship with broker, selection of plans, employee contribution levels, employee communications, and ACA compliance.
- Develop and implement training for recruiting, including equal opportunity and diversity, interviewing, and hiring best practices, harassment and more.
- Employee Policies and Training: Draft and update illness and injury prevention, substance-free workplace, harassment, telework, and numerous different state disability policies.
- Analyze HR operations and policies effectiveness and ensure compliance with legal requirements.

Required Qualifications:
- ·J.D. degree or BSc degree in Law.
- Solid judgment, research, and analysis abilities.
- Strong interpersonal demeanor.
- Strong understanding of legal affairs that affect businesses: litigations, contracts, liability, labor, compensation, retirement plans.
- Skills in developing legal objectives and approach.
- Strong understanding of business finances.
- Exceptional sense of professional ethics and integrity in balancing business needs, confidentiality, and legal compliance.
- Ability to contemplate impacts and risks of alternatives.
- Well-organized and ability to multi-task.
- Thorough knowledge of HR functions (training, recruitment, pay, etc.)
- Skilled in office tools: MS Office, PDF editors, cell phone, video calls.
- Ability to prepare statistical and narrative reports.
- Experience in diverse HR duties.
- Strong interpersonal and discussion skills.
- Ability to work effectively both individually and collaboratively in a team/group setting.
- Ability to receive constructive feedback and implement appropriate action.
Preferred Qualifications:
- Experience as legal counsel in Federal contracting.
- Certifications (e.g., PHR/SPHR)
- Knowledge of Federal and state employment and labor law.
- Experience working in an HR Department.
- Experience supporting a small government contracting business.
