Description
Gryphon Scientific’s All-Hazards Preparedness and Response & CBRN Defense practice area is seeking a Senior-level CBRN Policy Analyst and Planner. Successful candidates will primarily support FEMA’s Chemical, Biological, Radiological, Nuclear (CBRN) office, largely as writers, focusing on planning and policy documents. Senior Analysts work with Gryphon Scientists, Program Managers, and Principal Investigators, as well as government program managers and staff. Senior Analysts are typically supported by Analysts and Research Assistants (RAs), who gather data, perform preliminary analysis, and draft technical documents.
The FEMA CBRN office focuses on topics including: biological and chemical safety, health security, emergency preparedness and response, homeland security, weapons of mass destruction (WMD), hazardous materials consequence management, training and exercises. In this role, you will lead development of doctrine, concepts of operations (CONOPS), federal interagency plans and planning guidance, and training and exercise activities for these topics. You will serve as the lead writer on the team, including drafting original material and frequent copy-editing, using a tone/style consistent with federal doctrine/documents. You will analyze government emergency management and CBRN-specific doctrine, policy, and plans, as well as technical studies and scientific publication to develop and summarize relevant information. In this position you will interface with a variety of government officials and federal interagency groups. All positions at Gryphon Scientific require critical thinking, problem-solving, and both quantitative and qualitative analysis to address national policy and technical questions in a wide range of fields. You may participate in other projects, outside of the FEMA CBRN Office support, that focus on public health and safety, emergency management, homeland security, and emerging technologies, including projects of national and global importance. Each project is an opportunity to think, research, organize and write in new ways.
Duties
Technical Performance
Write clear and concise summary reports and other documents, including government emergency management doctrine, policies, and plans.
Examples of documents developed with Gryphon Scientific support include: DHS FEMA Oil and Chemical Incident Annex (2021) and Planning Guidance for Response to a Nuclear Detonation (2021)
Conduct research, perform policy analysis, and organize development of CBRN emergency management programs. This includes qualitative analysis of policies, scientific literature, and other types of diverse and complex datasets.
Work and directly interface with federal clients at the office director level (GS-15) to support emergency management-related policy decisions, planning efforts, and interagency engagement.
Prioritize and distill complex information into relevant, usable guidance for emergency managers.
Develop and/or critically evaluate policies, plans, and training and exercise programs.
Plan, organize, and execute activities with multiple stakeholder groups.
Provide best practice recommendations for risk assessment and mitigation planning.
Managerial Responsibilities
Serve as a team leader on projects related to CBRN emergency management programs.
Provide project direction, manage timelines, and produce final on-time deliverables, including high visibility government doctrine, policies, and plans (e.g., DHS FEMA Oil and Chemical Incident Annex(2021).
Supervise and mentor Analysts, RAs, and Interns.
Communication
Organize and lead GS-15 level federal interagency discussion forums.
Develop and present reports, analyses, and final deliverables to various stakeholder groups.
Present status and progress updates at regular meetings.
Marketing and Business Development
Attend scientific and CBRN conferences and develop working relationships with various stakeholder groups.
Produce white papers and scholarly articles, based on company needs or client requests.
Support company proposal development efforts.
Minimum Qualifications:
Master’s Degree or Ph.D. in life science, public health, homeland security or emergency management disciplines with 3-5 years of experience in related field; or BA/S and 10+ years of experience in related field.
Work experience in public health or emergency management, including training and exercise experience. U.S. citizenship
U.S. citizenship is required due to government client requirements.
Eligible to obtain a government security clearance.
Willing to re-locate to the greater Washington, DC, area.
Required Skills:
Proven communication skills, both verbal and written.
Experience writing technical policy/planning documents (e.g., state/local/federal emergency management or public health policy and/or planning guidance documents). Ability to critically evaluate policies, plans, and training programs.

Familiar with US Government/DHS/FEMA/DOD/HHS terminology and emergency management programs.
