This position is currently eligible to telework. This position is expected to work in the office up to 2 days a week, there is some flexibility with this requirement.

The WSLCB Information Technology Services Division is announcing an exciting opportunity for an IT Project Management – Senior/Specialist (In-Training). This position reports directly to the Strategy, Policy & Planning Manager in the WSLCB’s Information Technology Services Division. The position serves and complements the WSLCB’s mission and goals by working on cross-divisional teams and interacting closely with technical service owners, product owners, subject matter experts and other stakeholders to independently establish and enforce the IT project management governance applied to the implementation of technology product and service enhancements, upgrades, modifications and replacements.

Duties
Some of the duties you will perform are:
- Develop, Implement and Maintain an Outcome-Driven IT Project Management Program.
- Identify IT project goals and objectives to ensure delivery of expected results can be both achieved and sustained ongoing, including any trade-off decisions that may be required.
- Identify risks and issues, including facilitation of discussions to remove obstacles, mitigate or remove risks. Escalate when appropriate.
- Use Microsoft Project to create detailed implementation plan(s) to reflect the sequence and dependencies of project milestones and activities necessary to meet defined project goals and objectives.
- Use Microsoft Team Foundation Server (TFS) to break project milestones and activities down to the task level, including resource estimates and actuals.
- Track, allocate and optimize project resource utilization throughout the agency.
- Identify projects that are dependent on each other, and reduce inefficiencies or redundancies that prevent maximum resource utilization across the portfolio.
- Develop, implement and maintain a tool for tracking the business value of IT projects across the portfolio. Collect, analyze and report IT project data across the portfolio.
- Identify risks and issues, including facilitation of discussions amongst senior leadership to remove obstacles, mitigate or remove risks affecting the IT project portfolio.
- Deliver continuous improvement of portfolio management standards and best practices.
Qualifications
Required Qualifications:
The goal class for this position is an IT Project Management – Senior/Specialist. We will consider applicants who meet the requirements for both the IT Project Management – Journey and the IT Project Management – Senior/Specialist levels. If the finalist meets the requirements at the IT Project Management – Journey level, then they will be hired as an IT Project Management – Journey and will be placed in a training program to become an IT Project Management – Senior/Specialist within a specified period of time.
At the IT Project Management – Journey level: Pay Range 40 ($6,462 – $8,479 – monthly) (In-Training)
Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.
Option 1:
A Bachelor’s degree or above in Management, Business, Computer Science, Information Technology or other closely related field AND
Five (5) years of progressive professional experience in IT project management.
Experience may include a combination of following:
- Working level knowledge and experience in IT project management methodologies, tools and techniques such as Agile, Scrum, Kanban, Lean, Waterfall, Sig Sigma and PMBOK.
- Technical proficiency in the configuration and use of project management software such as Team Foundation Server (TFS), Azure DevOps, and Microsoft Project.
Note: A PMP Certification from an accredited institution, e.g. Project Management Institute (PMI) will substitute for 2 years of required experience listed above.
Option 2:
An Associate’s degree in Management, Business, Computer Science, Information Technology or other closely related field AND
Seven (7) years of progressive professional experience as listed above.
Option 3:
Nine (9) years of progressive professional experience as listed above.
At the IT Project Management – Senior/Specialist level: Pay Range 44 ($7,123 – $9,348 monthly) (Goal Class)
Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.
Option 1:
A Bachelor’s degree or above in Management, Business, Computer Science, Information Technology or other closely related field AND
Seven (7) years of progressive professional experience in a wide range of technical disciplines such as systems analysis, quality assurance, system administration, network administration, software development/configuration, hosting, and cyber security.
Experience may include a combination of following:
- Working level knowledge and experience in IT project management methodologies, tools and techniques such as Agile, Scrum, Kanban, Lean, Waterfall, Sig Sigma and PMBOK.
- Advanced knowledge and experience in Organizational Change Management methodologies, practices and techniques such as ADKAR or PROSCI.
- Advanced knowledge and technical proficiency in project management software such as Team Foundation Server (TFS), Microsoft Project or Trello.
- Advanced knowledge and progressive experience establishing enterprise level IT Project Management governance frameworks.
Note: A PMP Certification from an accredited institution, e.g. Project Management Institute (PMI) will substitute for 2 years of required experience listed above.
Option 2:
An Associate’s degree in Management, Business, Computer Science, Information Technology or other closely related field AND
Nine (9) years of progressive professional experience as listed above.
Option 3:
Eleven (11) years of progressive professional experience as listed above.
Preferred/Desired Qualifications:
- PMP Certification from an accredited institution, e.g. Project Management Institute (PMI).
- Certified Change Management Professional (CCMP).
- Washington State Department of Enterprise Services (DES) Procurement and Contract Management training.
- Working level knowledge of the Office of the Chief Information Officer (OCIO) investment planning and gated funding process.
