The Center for Policing Equity (CPE) uses evidence-informed approaches to social justice problems in public safety systems and conducts research to create levers for social, cultural, and policy change. CPE works with law enforcement and communities to change the policies and procedures that perpetuate bias in policing and use their Data-Driven Interventions (DDI’s) to equip law enforcement and communities to address racial bias systematically. CPE also focuses on leveraging technology to analyze data on police stops, searches, arrests, and use of force to measure disparities and reveal patterns of unjust outcomes.

The Opportunity

The Center for Policing Equity (CPE) is looking for a skilled and experienced Vice President of Technology & Data Strategy (VP) with a passion for social justice and racial equity. The successful candidate in this role will bring expertise in data engineering and must know how to build – not just architecture, products, and systems – but also cross-functional community, engineering culture, and technological fluency for an organization that is not a SaaS product enterprise, but is increasingly relying on technology, and its own custom software products, to deliver and scale its critical, mission-driven work.

The VP will be expected to attain a deep understanding of how CPE’s work aims to make public safety more equitable and community-centered, and provide strategic recommendations on how technology can help CPE do it even better.

Key Responsibilities

  • Collaborate with leaders across the organization to understand how critical data operations are currently managed (via people, processes, and software) and to uncover opportunities to build new, more cohesive and sustainable software solutions and improved organization-wide data infrastructure as a way of achieving CPE’s data operations and product goals;
  • Collaborate with the Senior Leadership team on organizational strategy, change management, objectives, and risks from a technology and data operations perspective and with a focus on diversity, equity, and inclusion;
  • Determine how technology staff should be organized at CPE (especially data operations and software engineering, but also product management and IT);
  • Develop and refine processes and policies to establish cross-organization data infrastructure and produce high quality software across the organization; promote cross-functional collaboration, innovation, and a culture of quality and measurement in the delivery of CPE’s mission;
  • Implement strategies to recruit, retain, and grow a diverse, inclusive technology team and culture, with paths for professional development and advancement within CPE; provide excellent management to direct reports.
Qualifications

In addition, the ideal candidate will possess most, if not all, of the following qualifications or characteristics:

  • 8+ years of professional data engineering, data operations, and/or software development experience, at least 3 years in a management capacity;
  • Interest in the challenge and responsibility of joining a high-performing, high-growth environment in a senior role during a complex time for CPE’s issue areas (i.e., public safety and racial justice);
  • Ability to think strategically, execute tactically, and navigate ambiguity;
  • Strong communication skills (both written and verbal), with a passion for distilling complex ideas into language that is easy to understand;
  • Exceptional people management skills, with ability to influence and engage direct and indirect reports as well as peers;
  • Demonstrated personnel management experience; proficient in performance management; able to provide regular, constructive, actionable feedback to junior team members; able and willing to monitor and track employee performance via weekly check-ins, quarterly check-ins, and biannual reviews;
  • Proficient in mindful delegation and capacity to assign work while clearly articulating deliverable expectations;
  • Provide professional development guidance and mentorship to unlock talents and potential of direct reports;
  • Demonstrate an appreciation for the management function and participate in management development in an ongoing way.
