CITY OF SAN RAFAEL, CALIFORNIA

Salary: $123,690 – $150,684 annually DOQ/DOE

 

The City of San Rafael is seeking a Housing Program Manager. This position will play a vital role in addressing housing issues in our community and move forward the overall goal of the City to expand affordable housing within the City. The past few years the City has successfully implemented a number of policies and programs intended to promote the expansion of affordable housing and remove barriers to housing production.  We are looking for a strategic and passionate individual who can continue to champion these programs. THE JOB / IDEAL CANDIDATE

This position is part of the City’s passionate and skilled team who are engaged and creative thinkers and excited about public service. The successful candidate will find innovative ways to oversee the City’s housing programs, which will include addressing the need for affordable housing and other community needs. The Housing Program Manager is responsible for managing staff, volunteers, operations, and activities of the Housing Division, related to rent stabilization, affordable housing, and housing financing. This position will identify strategies to address inequities in the availability of affordable housing within the City; identify creative approaches to maintaining and expanding the supply of affordable housing in the City; evaluate community service needs; and develop related housing policy and programs. This position will bring new ideas to remove barriers to affordable housing, create metrics to measure success, and regularly present to City Council. The Housing Program Manager also administers the Affordable Housing Trust Fund and actively obtains grants to fund housing related programs.

The successful candidate will find innovative approaches to managing these housing programs, which may include programs related to affordable housing, renter protection ordinance amendments, and more. The ideal candidate will present ideas to Council who are data-driven and supported by measurable improvements. The Housing Program Manager will be financially savvy and fiscally minded and analyze the cost-to-benefit ratio of policies and programs, determine affordability, and ensure viability.

 

EMPLOYMENT STANDARDS

  • Any combination of education and experience equivalent to a bachelor’s degree in Public Policy, Social Sciences, Public Health, Public Administration, or a related field AND
  • Four (4) years of progressively responsible experience in the development, delivery, monitoring, or evaluation of community programs with at least two (2) years of experience working in housing and at least two (2) years supervision, leadership, or management of complex programs/projects.
  • Possession of or ability to obtain a valid California Driver’s License.

 

Desirable:

  • Bilingual Spanish.
  • Public agency experience.

 

COMPENSATION AND BENEFITS

The City of San Rafael offers an attractive compensation of $123,690, – $150,684 annually DOQ/DOE

and benefits program that includes:

  • Retirement: The City is a part of the Marin County Employee Retirement Association (MCERA) plan, which offers reciprocity between agencies in CalPERS (this is part of the 37 Act County System);
    • Classic Employees (Tier 2 – hired on or after 7/1/2011) – 2% @ at 55 formula, average of three highest years of compensation
    • PEPRA employees – (hired on or after 1/1/13 or with 6-month break in service) are eligible for a 2% at 62 formula, average of three highest years of compensation
    • Employee contributes an additional 1% of pensionable compensation toward the normal cost of pension in addition to the current employee pension contribution
  • Health Insurance:  Full flex cafeteria plan which can be applied to a health plan or converted to cash (Employee Only – $693.62 Employee+1 – $1,387.23 Employee+Family – $1,803.41; Waive Coverage $693.62)
  • Life and Long-Term Disability Insurance: $150,000 basic and long-term disability is two-thirds of the salary up to $7,500 per month
  • Dental Insurance: Fully paid for employee plus dependents
  • Vision Insurance: Fully paid for employee plus dependents
  • Employee Assistance Program (EAP): Available to employee and family members
  • Deferred Comp: Employee optional participation
  • Annual Leave: Vacation ranges from 15-25 days (depending on years of service), 12 days of Sick Leave, 75 hours of Administrative Leave, 11 Holidays and 2 Floating Holidays.
  • Gym Reimbursement: Employees eligible to receive up to $16.50 per month reimbursement for paid gym memberships
  • Work Week:  37.5 hours per week/7.5 hours per day
