Civil Engineer II – Project Management
Job Description
- Manage day-to-day activities/tasks to lead multi-disciplinary teams delivering preconstruction projects to construction. This includes project development, environmental analysis, planning, and design.
- Assist in leading multi-disciplinary teams to develop, implement and deliver alternative contracts such as Express Design-Build Bridges, Sponsorship, CM/GC projects, and Public Private Partnerships for assigned projects during the pre-construction phase to ensure projects are delivered on schedule, in scope, and within budget.
- Provide guidance and decisions on project-related issues during the project development, environmental studies and environmental documentation stage, planning stage, design stage, and procurement stage.
- Assist construction staff with procurement questions.
- Track and report on assigned tasks to the Project Manager and the Senior Project Manager.
- Assist Project Managers to ensure products prepared meet quality expectations.
- Maintain project milestones, track changes and decisions, document environmental decisions, identify risks and mitigation strategies, and ensure deliverables follow all federal and state laws, rules, regulations, policies, and procedures.
- Analyze environmental data/design information, request technical deviations and exceptions, and provide comments to the Senior Project Manager on centrally-developed environmental studies and documents.
- Communicate with team members to expedite completion of critical tasks, ensure deliverables produced comply with all federal and state laws, rules, regulatory actions, policies and procedures, and request technical deviations and exceptions to advance projects.
- Assist Project Managers in providing oversight to private engineering firms (PEF), administering PEF contracts, reviewing and processing invoices, making recommendations to the Senior Project Manager, and providing feedback on consultant performance.
- Transportation construction project management experience managing a project team to deliver transportation projects and tracking/maintaining project schedules.
- Knowledge of professional civil engineering principles and practices related to Highway Design with an emphasis on project planning, environmental studies and analysis, project design, and construction and maintenance methods, related to the Project Delivery Process.
- Experience working with private engineering firms for review of submittals, studies, and designs.
- Demonstrated ability setting priorities, developing work schedules, monitoring goal progress, and tracking details/data/information/activities.
- Communication skills to convey moderately-complex environmental and engineering concepts/related facts in a clear and organized manner to internal and external stakeholders.
- We may require registration as a professional engineer by the NC Board of Examiners for Engineers and Surveyors.
- Bachelors Degree in engineering, and
- 3+ years of relevant experience; or
- An equivalent combination of education and experience.
