Salary: $117,507-$144,841 (DOE/DOQ) *

This salary range reflects the negotiable range for hire depending on qualifications, however, the top of the range for future career and salary advancement is $172,183

The Auditor-Controller’s Office is seeking a Division Chief to oversee countywide payroll processes. This position will manage five payroll staff, which includes a payroll supervisor who ensures that payroll is processed for approximately 4,600 staff members. This position also serves as a proactive business partner to 23 departments and helps ensure the departments are meeting their business needs. As part of the Executive Team, the incumbent will contribute to executive decision-making for the department while fostering a culture of continuous improvement and staff development. THE JOB:

The division chief will be an active participant in the Santa Barbara County’s RENEW project. This is one of the initiatives the county has taken on as an opportunity to reduce redundancy, improve efficiencies, and identify better ways to use information technology to enhance public services. This is in response to public sectors looking for better ways to address financial issues that our nation is facing. The Payroll Division Chief reports directly to the Assistant Auditor-Controller. This Division chief provides oversight of the payroll processes for 23 departments countywide with the assistance of staff to process day-to-day transactions for a bi-weekly payroll function. This position also provides administrative and operational guidance to department payroll administrators, represents the division and office, and partners closely with key departments, such as:

• Human Resources

• Chief Executive Office, including the Risk Management Division

• Santa Barbara County Employees’ Retirement System

County Counsel After a reasonable training and orientation period, the incumbent may be offered a hybrid work schedule and/or flexible workweek in accordance with office policy. However, it is required that the incumbent be within reasonable travel distance to accommodate regular and infrequent in-person meetings and to support the in-office team culture.

IDEAL CANDIDATE:

Our ideal candidate will have experience overseeing and leading a team. They will have a strong understanding of complex payroll processes and systems, ideally within a public sector organization. They will be an adept problem solver with a high level of emotional intelligence and be calm under pressure. Ideally, the person in this position will be well-versed in payroll regulations, laws, guidelines, and rules. Since we are considering a change in our payroll system, the incumbent should have knowledge of different ERP platforms, payroll modules, and have experience contributing to, or overseeing similar organizational change projects. This Division Chief should be enthusiastic and have a mindset focused on finding more efficient processes, while demonstrating excellence in relationship building, collaboration, and leadership.

Employment Standards:

• A bachelor’s degree in accounting, business administration, human resources, or another related field; and a minimum of four years professional experience performing payroll, human resources, or accounting duties; including three years of experience directly supervising staff;

• Or a combination of training, education, and experience that provides the required knowledge, skills, and abilities;

• Possession of a valid California Class C Driver’s License upon hire.

Desired: • Possession of one of the following: Certified Payroll Professional (CPP), Certified Public Accountant (CPA), and/or Professional in Human Resources/Senior Professional in Human Resources (PHR/SPHR).

SALARY AND BENEFITS: $117,507-$144,841 (DOE/DOQ) and an attractive benefits package.

The negotiable salary range is base salary. The top of the range for salary advancement is $172,183.
