Full-Time Transportation Safety & Security Data Analyst – $24.04-$48.08/hour – TRANS002200

Job Description

Hourly range is $24.04 to $48.08, with a midpoint of $36.06.  New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE: 

Under general direction, analyzes, develops, prepares, produces, and provides oversight for the content, format, and production of a wide range of safety reports, ad hoc queries, and data analysis for the Safety Department and other pertinent stakeholders. Assists safety management and decision making processes and interprets data and results using a variety of techniques ranging from simple data aggregation and statistical analysis.  Assists in the preparation of periodic service performance reporting for both internal and external audiences. Supports National Transit Database, Federal Railroad Administration reporting, State Safety Oversight, and agency safety intelligence initiatives.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Prepares a wide range of monthly, quarterly, and annual operational performance reports including, but not limited to, monthly and quarterly service reports for Transit Safety Systems (TSS) management and other stakeholders; reviews reports and analyses with Safety Subject Matter Experts; performs peer comparison and industry research to evaluate reporting alternatives.

• Understanding of available industry data, such as the National Transit Database and the Federal Railroad Administration Safety Data.

• Attends regularly scheduled meetings with other departments to present safety data.

• Develops, implements, and oversees performance reports and data definitions based on industry best practice for safety planning, benchmarking, and regulatory requirements.

• Assists with the development and maintenance of reports used by internal stakeholders throughout the agency.

• Facilitate the implementation of data quality standards and adoption requirements in the department.  Identify and ensure the resolution of data quality issues, such as uniqueness, integrity, accuracy, consistency and completeness, in a cost-effective and timely manner.

• Works with agency partners on the support, implementation or enhancement of reporting tools such as safety management system initiatives. Coordinates data activities with external partners to ensure consistency of data and integration with Sound Transit (ST) safety policies.

• Extracts and organizes data for analysis and trending and compares against industry and management metrics and best practices; presents findings and works to identify and implement strategies that will address tactical and strategic goals.

• Develops, tests, and implements queries and ad hoc report writing to respond to requests for safety performance information from management, employees, and public disclosure requests or to validate, interpret, and verify accuracy of system data and reporting.

• Implements tools and techniques to validate safety performance reporting results. Assists with preparation of reports and data sets for local and federal regulatory reporting.

• Evaluates processes and procedures in assigned areas, makes recommendations, and assists in the design and implementation of solutions. Demonstrates continuous effort to improve activities, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless service for internal and external customers; makes recommendations for needed training for internal customers.

• Assists with project management functions related to data analysis and data management.

• Serves on assigned committees; partner with other departments on possible reporting and assessment needs; attends and participates in professional group meetings; stays abreast of new trends and innovations in assigned field; maintains awareness of federal, state, and local regulations and impact of changes on the Agency.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s Degree in business administration, public administration, project management, or closely related field and three years of experience in data analysis in a medium to large organization, or closely related work experience; OR an equivalent combination of education and experience.

Required Licenses or Certifications:

Valid state driver’s license.

Required Knowledge and Skills:

• Knowledge of Office 365 application suite, including SharePoint Online.

• Report preparation and presentation using data visualization software (i.e Power BI, Tableau).

• Safety data analytics and presentation, and data processing techniques.

• Knowledge of performance measurement concepts.

• Willingness to learn and understand principles and practices of transit and transportation safety.

• Industry principles and practices of assigned area.

• Principles and procedures of sensitive record keeping, storage, and document management.

• Pertinent local, state, and federal laws, regulations, and ordinances, especially with regards to data stewardship and governance requirements for a public agency.

• Office procedures, methods, and equipment.

• Developing and maintaining effective working relationships with other department staff, management, contractors, vendors, and outside agencies.

• Interpreting policies and procedures to sufficiently administer, discuss, resolve, and explain to staff.

• Collecting, evaluating, and interpreting information and data from multiple sources.

• Applying appropriate analysis, judgment, logic, and communication methods when solving problems.

• Technical documentation and writing.

• Maintaining confidentiality while communicating with tact and diplomacy.

• Preparing and presenting written and oral communication.

• Using information retrieval systems to extract data to produce reports.

• Administrative practices for office management.

Preferred Knowledge and Skills:

• Understanding of basic programming concepts; familiarity with low-code development platforms (i.e. Power Apps, QuickBase).

• Basic understanding of database technology and design concepts; familiarity with Extract/Transform/Load scripting.

• Knowledge of scripting languages such as Python and SQL.

Physical Demands / Work Environment:  

• Work is performed in a standard office environment with occasional field work in a transit station environment.

• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
