Full-Time Senior Program Manager-Accessibility Services – $70K-$160K – SENIO002239
Job Description
Salary range is $70k to $160k, with a midpoint of $115k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.
GENERAL PURPOSE:
The senior program manager under the direction of the accessibility services manager will be responsible for projects from start to finish to manage timelines, facilitate the participation from internal and external staff, conduct stakeholder outreach, and record and monitor outcomes. The senior program manager will organize and manage files for accessibility services projects in the collaborative space of SharePoint and Teams, as well as monitor and process fiduciary commitments under the accessibility services budget.
ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
• Serves as staff liaison to the Citizens Accessibility Advisory Committee and provides logistical support before and after each meeting.
• Oversees active projects to insure quality of work, adherence to timelines and budget, and record progress and outcomes.
• Monitors and tracks Americans with Disabilities Act (ADA) complaints that come to Sound Transit directly and through our partner agencies operating Sound Transit Service.
• Boost the presence of accessibility services reports and technical advice by creating and maintaining visibility through collaborative spaces such as SharePoint, Teams and Sound Transit’s intranet.
• Contributes ADA and accessibility support to cross-departmental working groups and specific project teams upon request.
• Develops a proactive process for advising on accessibility needs starting with the early stages of planning through fruition.
• Assumes responsibility for stakeholder outreach and receiving, categorizing and sharing feedback from the public including but not limited to finding testers for disability access, sharing updates and press releases, maintaining the list, working with Government & Community Relations (GCR), Civil Rights, Equity & Inclusion (CREI) and others on stakeholder outreach.
• Actively observes and reports areas of need to the accessibility services manager and contributes to developing solutions.
• Engages with partner agencies to monitor and insure ADA compliance for services provided and project deliverables.
• Champions and models Sound Transit’s core values and demonstrates values-based behaviors in everyday interactions across the agency.
• Contributes to a culture of diversity, equity and inclusion in alignment with Sound Transit’s Equity & Inclusion Policy.

MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelor’s degree and five years of experience in transportation, ADA compliance, or disability services, OR an equivalent combination of education and experience.
Required Licenses or Certifications:
• None.
Preferred Licenses or Certifications:
• ADA Coordination certification.
Required Knowledge and Skills:
• The ADA, it’s purpose and how it is implemented including the complaint process.
• ADA requirements for transit facilities.
• The disability experience and how it is related to transportation.
• Ability to initiate projects and work independently.
• Methods and techniques of data collection, research, and report preparation.
• Principles and applications of critical thinking and analysis.
• Principles and practices of record keeping and records management.
• Pertinent federal, state, and local laws, codes, and regulations.
• English usage, spelling, grammar, and punctuation.
• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
• Ability to work effectively on multiple projects and with a diverse workforce.
• Interpreting technical information for a variety of audiences.
• Coordinating projects with multiple tasks and re-prioritizing as needed.
• Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, Agency staff, or other agencies on sensitive issues in area of responsibility.
• Proficiency utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
• Experience with collaborative work spaces such as SharePoint and Teams.
• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the public.
• Collecting, evaluating, and interpreting information and data from multiple sources.
• Participating in the development and administration of policies and procedures.
• Responding to inquiries and in effective oral and written communication.
• Working cooperatively with other departments, Agency officials, and outside agencies.
Physical Demands / Work Environment:
• Work is performed in a standard office environment with the flexibility to work from home as appropriate.
• Regional travel to ST facilities and partner agencies is required periodically.
