The Opportunity
The Chief Financial Officer (CFO) is critical to supporting the ongoing growth and development of The Children’s Home Society of New Jersey (CHSofNJ). The CFO reports to the President/Chief Executive Officer and as a member of the Executive team, they will lead and oversee all fiscal, fiduciary, and infrastructure responsibilities for the organization. The role is crucial in enabling the organization to achieve its mission, grow its activities, and operate efficiently, and is a core part of the organization’s Executive team.
The scope of the CFO’s responsibilities will encompass management of finance and accounting, human resources, facilities site maintenance, and real estate planning with a current staff of 8, including the Controller and two infrastructure Directors. While serving as the backbone of day-to-day operational support for agency programmatic and administrative functions, the team will position the agency for continued growth. The CFO will work closely with the CEO and COO to spearhead, plan and lead strategic growth, including identifying and assessing new business opportunities, and adapting systems for continued excellence.
The CFO’s responsibilities include:
Organizational Leadership
- With CEO and COO coordinate and direct the preparation of the budget and financial forecasts, institute and maintain other planning and control procedures including cost accounting system, and analyze and report variances;
- Partner with management on short- and long-term financial objectives, policies, and actions;
- Partner with the COO, Executive Director of Head Start and Vice Presidents to ensure that revenue and expense forecasting and staff allocation are managed effectively;
- Collaborate with COO and Director of Information Technology on development of an information technology strategy;
- Work with the Director of Human Resources to evaluate, negotiate, implement and oversee employee benefits including pension, 403b, employee group insurance plans, workers’ compensation, life insurance and health insurance;
- Participate with labor attorney, CEO, COO, and Director of HR in union negotiations and calculate impact of proposals on long-term agency position;
- Lead and support the agency through partnerships, mergers, and other complex relationships;
- Assess and upgrade finance organization and agency infrastructure as needed to meet the changing needs of the business.
Financial Management
- Provide direct leadership and oversight for CHSofNJ’s finance functions, including oversight of CHSofNJ’s accounting operations; manage federal and state grants and establishment of a robust Medicaid billing system;
- Develop internal control policies, guidelines, and procedures for activities such as budget administration, cash and credit management, and accounting;
- Oversee compliance with relevant government regulations, including a significant Head Start program, and ensuring that business operations systems run smoothly and efficiently;
- Manage the responsibilities of all grants and contracts to ensure compliance with the fiscal components of each funder; hold responsibility for final submitted contract and grant budgets, including current, renewed, and proposed, as well as expenditure reports;
- Ensure agency is adequately protected against property, professional, and other liability risks through insurance and other risk management tools and advise the CEO on legal and liability concerns;
- Evaluate needs for procurement of funds and investment of surpluses, and make appropriate recommendations;
- Lead staff training and development in budgeting and financial management areas;
- Serves as lead liaison with independent CPA firm for annual agency audit, preparation of IRS 990, and audits of pension plans;
- Maintain current knowledge of organizational policies and procedures, federal and state policies and directives, and current accounting standards;
- Implement systems and processes utilizing technology to improve efficiency and accuracy.
Board Relations
- Working with the CEO, present agency financial position in formal Treasurer’s Reports and other critical updates to the Board of Trustees at least monthly;
- Provide staff support to Board of Trustees and subcommittees including Investment, Pension, Audit and Real Estate; serve as agency Treasurer;
- Develop respectful relationships in work with Board subcommittees, with agency funding sources, and with business partners.
Candidate Profile
Successful candidates are expected to have 10+ years of financial and management experience with the day-to-day financial operations of a non-profit organization of a size and complexity comparable to CHSofNJ. Experience with Medicaid billing and grants from foundations and federal and state entities highly desired. It is preferred that candidates have 5 years of experience in a non-profit social service or child welfare agency. Head Start experience in contracting is a plus.
In addition, the ideal candidate will have most, if not all, of the following qualifications and characteristics:
- Bachelor’s Degree in Accounting, Finance, Business Management or a related field; additional degrees in Finance or Business is a plus; Certified Public Accountant preferred;
- Proven track record of success managing multiple complex funding streams and contracts;
- Deep knowledge of general accounting procedures and experience with budgeting, forecasting, and cash flow management; experience in audits;
- Ability to translate business needs into budgets and vice-versa, and to proactively bring information to the executive team in order to make sound, timely financial decisions;
- Experience leading a finance team, including delegating appropriate work; able to foster a culture of respect and communication; a commitment to the values of diversity, equity, and inclusion;
- Strategic orientation, collaborative and flexible style, and the highest commitment to professionalism and integrity;
- An effective communicator at all levels in the organization, with impeccable oral and written communication skills;
- Demonstrate resourcefulness in setting priorities and guiding investment in people and systems;
- Commitment to the mission of saving children’s lives and building healthy families.
