Full-Time Human Resources Director

Job Description

Primary Responsibilities:

Strategic Leadership

  • Provide Human Resources expertise, advice and guidance acting as a trusted advisor to leaders up through the CEO
  • Support NYSERDA’s strategic direction by identifying and researching human resources challenges and opportunities, proactively analyzing trends and forecasting future needs, and helping to establish and then executing on a 1-year and 3-year strategic plan
  • Establish credibility and trust throughout the organization. Proactively learn about NYSERDA.  Serve as an effective listener and problem solver
  • Communicate clearly and proactively HR-related processes and organizational changes in a way that demonstrates the value of the intended direction

Culture and Engagement

  • Serve on NYSERDA’s Diversity, Equity, & Inclusion (DE&I) Advisory Council and partner with the DE&I Officer to advance NYSERDA’s DE&I Strategic Plan
  • Identify and implement opportunities to provide an inclusive, high-performance culture as informed by best practices as well as employee survey

Talent Acquisition

  • Ensure effective and inclusive recruiting practices while developing longer-term candidate pipelines through internships programs and outreach

Organizational Development  

  • Set the framework for Performance Management in staff goal setting, performance appraisals, coaching conversations, and development plans
  • Guide the Performance Management process providing counsel on delivering performance feedback and the use of Performance Improvement Plans . Manage employee relations, disciplinary issues, coach and counsel managers and staff as needed, consult with legal counsel when appropriate, and manage terminations as necessary
  • Keep current and socialize competencies as a framework for individual development plans, succession and learning opportunities. Assist in coordinating training budget and initiatives to ensure relevant and equitable development opportunities across the team
  • Guide and coach the Human Resources team to deliver on ambitious goals while adhering to governmental guidelines and maintaining a reasonable work-life balance
  • Work across the HR team to identify and pursue opportunities to streamline processes, leverage the full power of automated tools, update policies, and think creatively about benefits, perks, recognition, and retention programs focusing on the highest-value activities and striving to remain competitive in a tight labor market
  • Coordinate with the Finance team to recommend salary and benefits budgets and prepare and equitably administer compensation plans that deliver employee value while staying in budget and aligned with state standards
  • Coordinate with internal teams responsible for business continuity to stay prepared and focused on employee safety and resilience

Governance

  • Understand and ensure the HR team applies governing laws and regulations, supported by state standards and training resources as well as internal and external counsel
  • Develop and maintain relationships within the HR space including within NYS government. Serve as primary liaison with the Executive Chamber and the Governor’s Office of Employee Relations (GOER).  Develop a network with counterparts in other agencies and authorities

Qualifications:

  • Ten years of progressive leadership experience in human resources with at least 3 years of experience in a Senior Management role. SPHR or PHR certification is a plus
  • Demonstrated conflict resolution, coaching, and problem-solving skills
  • Demonstrated communications and influence skills through all levels of an organization
  • Track record of success in improving employee engagement, preferably in a fast paced, complex organization
  • Actionable knowledge of current industry trends as well as Federal and State legislation pertaining to personnel matters and compliance
  • Adept at coordinating multiple high-priority initiatives working across stakeholder groups with competing priorities and delivering on-time, high-quality outcomes that attain the desired results
  • Some public sector and/or energy experience strongly preferred and/or proven success building effectiveness quickly after shifting sectors or industries
  • Evidence of successful strategic business partnering in company-wide initiatives with sustained positive results
  • Bachelor’s degree
  • Ability to travel in-state periodically to complement video call communications with reasonable in-person presence at our Albany and NYC locations
