Digital Impact and Governance Initiative | New America

A Gap Analysis of Technology Deployment in the Lower Mekong

About DIGI:  The Digital Impact and Governance Initiative (DIGI) at New America, in collaboration with global partners in government, civil society, and the private sector, is working to help individuals and communities access digital public infrastructure to power more effective and equitable institutions. We are committed to fostering transparent dialogue on how societies can develop open digital solutions and protocols rooted in democratic values — strengthening equity, accountability, justice, and integrity.

Project Management:  We are looking for a contracted project manager to help us finalize and publish a year-long research project examining digital technologies in the Lower Mekong region. We plan to publish an online report in June 2022. Our research includes an assessment of the use of platforms and technology tools that facilitate core societal functions in Thailand, Laos, Vietnam, Cambodia, and Myanmar. We are using a combination of interviews and desk research to identify the relevant technology platforms for tasks such as identity, payments, and data management systems and analyze the efficacy, inclusiveness, and gaps in that infrastructure.

The online publication will include an analysis of the policy, regulation, and legislation that governs regional digital systems. The primary audience for this report are development policy leaders who are seeking to leverage technology solutions to improve social, economic, and political inclusion. We will use the findings of our analysis of the existing landscape to make recommendations on how development actors and governments in the region can leverage best practices in the deployment of next-generation technology to build more open, vibrant societies. The report will be written for New America’s website. There is a team of 4 people involved in the project that will work with the contractor. The background research and interview process is nearly complete.

We are looking for a contractor with writing and project management skills with experience in report production to assist with finishing the research, synthesize findings, facilitate review by expert practitioners, and write the final report. This work is supported by a generous grant from Australia’s Department of Foreign Affairs and Trade (DFAT).

STATEMENT OF WORK

  • Manage the completion of the research and work with the DIGI team to finish writing a report (6,000-10,000 words) that analyzes existing technology infrastructure in the Mekong region and offers recommendations for how development actors may promote best practices and reduce harms in the region;
  • Contractor will be one of the report authors in addition to New America staff involved in the project;
  • Contractor will participate in regular check-ins (generally, two weekly calls) to maintain tight coordination with the DIGI team; and
  • This publication will include an analysis of the opportunities and challenges of harnessing technology to advance development; and
  • In addition to the report, New America may use the research to inform an online convening around the topic and the contractor will be asked to assist in event planning/production.

Project Timeline

The work on this project will be completed in 4 months [March 1 – June 30, 2022]

Contract begins March 1;

First draft of the report by April 1;

Finalize draft for review by April 15;

Manage comments on draft by expert panel of reviewers by April 30;

Final draft for round of revisions to DIGI team by May 15;

Final report due to design by May 25;

Final report published in June on the New America website under a Creative Commons license.

TERMS

Contract terms: 4 months [March 1 – June 30, 2022]

Rate: Competitive. Budget of $30,000.
