Job Description
The Treasurer/Tax Collector’s Office currently has multiple financial systems of which this position will have direct oversight and responsibility.

The Monterey County Treasurer-Tax Collector is an elected officer of the County. Operating under statutes of the State of California, the Treasurer-Tax Collector performs a variety of functions which collectively contribute to the financial management network of the County, the County’s school districts, and many of the County’s special districts. The primary responsibilities of the Treasurer-Tax Collector include the billing, collection, reporting and accounting for all real and personal property taxes levied in the County, transient occupancy and cannabis business taxes levied in unincorporated county areas, and business license monitoring and collection; banking and investment of county, school and special district funds; and collection enforcement for Superior Court fines. The department of the Treasurer-Tax Collector consists of three divisions: Tax Collection, Treasury, and Revenue.

Examples of Duties
- Designs and/or specifies web-based applications that incorporate strict standards of security controls, firewalls, fraud prevention and countywide system protocols. Consults with vendors and/or Information Technology Department for appropriate technical, hardware and software support and to ensure systems meet the highest standards of internal controls and security.
- Studies and evaluates financial management systems; evaluates the need for new systems, changes or updates existing systems, and develops and revises methods, procedures, control forms and input data.
- Analyzes business needs in relation to software applications and recommends appropriate information technology. Thinks creatively and develops new methods, procedures and approaches to maximize departmental information systems efficiency and customer service.
- Writes command procedures to modify or control software; documents command procedures. Evaluates and manages all departmental financial management systems consults with Information Technology and system vendors to design and implement system modifications.
- Manages the conversion to new systems, which may include conducting training, and writing user specifications and procedures.
- Answers user questions and provides one-on-one instruction; reads and interprets technical documents. Provides technical support and expertise to other staff.
- Tests and installs vendor updates to programs and software.
- Conducts financial audits for system integrity and forensic audits for documentation and resolution of accounting fund control issues.
- Some positions may be required to manage and supervise subordinate staff by directing, assigning, coordinating and evaluating work and recommending disciplinary action when necessary.
- Performs analysis of departmental information systems to ensure applicability with current operating standards and legal requirements.
- Traces and identifies system and equipment problems, and consults with Information Technology and/or system vendors to resolve system and equipment problems.
- May consult with Information Technology in the operation of local area networks including monitoring network capacity, reorganizing systems disks and performing system back-ups.
- Prepares and presents training in the use of a variety of software systems for departmental computer users.
- Analyzes, researches, gathers and interprets information on a wide variety of finance management systems matters related to planning, developing, monitoring, and making recommendations on internal budgets, legislative changes, contracts, and staffing requirements.
- Develops, prepares, modifies and monitors finance systems relevant to budgets, grants, research projects, and contracts and related internal systems.
