Primary Purpose:

Function in a lead Land Services role on major customer and internal capital projects that require the highest level of experience and expertise in Land matters. Direct, review, approve and be accountable for work done by SDGE and contracted Land Management Representatives and SDGE and contracted Right-of-Way Agents that are also supporting these projects. Negotiates complex land transactions, regardless of value or size. Support complex regulatory filings with the California Public Utilities Commission.

Duties and Responsibilities:

  • Gain expert knowledge and command of the application of SDGE Tariff Rules and PUC Section 851 to land transactions and be able to articulate SDGE’s position and other land policy positions as it applies to projects that will have an impact on SDGE’s land interests. Shepherd projects through SDGE 851 process to completion of CPUC filing. Support and interact with internal planners on land issues in connection with these complex projects. Acts as a land issues project manager and lead land or right of way negotiator with landowners/attorneys, developers, agencies, cities, counties, native American tribes, and customers on complex and sensitive agency and customer projects, including addressing and processing requests that require PUC Section 851 filings, and complex SDGE capital projects.
  • Serves as the skilled land interface on behalf of SDGE to cities, counties, native American tribes, agencies and customer developers to think through developer issues and problem-solve to best protect SDGE’s land interests. Alongside RPA Municipal Infrastructure Advisors, provide direct land interface with agencies, cities, counties and tribes on SDGE land rights issues. Monitors agency, tribal and developer projects to proactively spot and address potential SDGE land issues, as well as periodically meet with agencies, tribes and large developers to provide education and outreach on SDGE land constraints. Provide guidance and training to Agents, and Associates.
  • Administers contracts for Right-of-Way and Land consultants. Coordinates preparation of right-of-way maps, property descriptions, exhibits, and photographs used in reviewing and addressing customer projects and acquisition and condemnation of property for SDGE capital projects.   • Provides training and participates in development of less experienced Land Representatives and Right of Way Agents.
  • Reviews appraisals for purchases of land rights, machinery, equipment, furniture, fixtures, and loss of business goodwill. May include relocation coordination.
  • Works with and supports the legal department in condemnation proceedings and escrow.
  • Performs other duties as assigned (no more than 5% of duties).
Qualifications

Required Qualifications:

  • Bachelor’s Degree in business administration, political science, or other related field or equivalent training and/or experience.
  • 8 years’ Experience involving any combination of the following: right-of-way agent for SDG&E or any other large company with significant easement and rights of way holdings and issues, survey preparation and review, title examination and review, and preparation and review of legal descriptions.
  • Must have knowledge of real estate principles, legal practices, and procedures, survey mapping, and title examination normally acquired through college level courses.
  • Analytical ability and judgment is used to determine land rights to be acquired and the degree of protection required.
  • Ability to effectively communicate technical information in a clear and concise manner in writing and verbally.

Desired Qualifications:

  • JD (Juris Doctor)
  • Knowledge of project management principles.

Licenses and Certifications:

  • Member designation in the International Right-of-Way Association is desired.
  • Be a California Notary or willing to take California Notary course and examination is desired.
