Primary Purpose:
Provide technical and functional leadership to a team of engineers, project managers, technical consultants/analysts/specialists, and/or planners. Manage and prioritize work assignments to support immediate operational issues as well as long term vision and strategies. Provide for the development of a highly technical staff of engineers and/or technical specialists. Develop, direct, motivate, and evaluate performance of individual team members. Acts as a liaison with other staffs and operating groups.

Duties and Responsibilities:

  • Supervise project managers who implement capital projects at gas transmission and/or storage facilities, with such activities as prioritization, scheduling, contracting, budget approval, construction and procurement.  Provide technical guidance, coaching, counseling, training, performance planning and management.
  • Supervise construction managers and field inspectors who implement capital projects at gas transmission and/or storage facilities with such activities as prioritization, scheduling, contracting, dispute resolutions, and procurement.  Provide coaching, counseling, training, performance planning and management.
  • Interact and direct engineers and designers who support the project managers and storage fields with such activities as prioritization, scheduling, resource allocations, budget approval.
  • Supervise procurement coordinators who support the project managers with such activities as submitting purchase requisitions, follow-up with Buyers and vendors, tracking and delivery, receiving, inventory, scheduling, quality control, and invoice approvals.  Provide coaching, counseling, training, performance planning and management.
  • Develop and implement process improvements with Accounting, Engineering, Operations, Procurement, and Safety.  Write standards, process flowcharts, procedures, forms, and maintain websites.
  • Manage annual Capital budget of $10 – $15 Million for transmission and/or storage facilities.  Scope, prioritize, plan, schedule, budget estimation, and process funding requests.
  • Project management: perform all aspects of project management for large (>$1mm) and small projects. Lead a multidiscipline team from concept to commissioning.
  • Performs other duties as assigned (no more than 5% of duties).
Qualifications

Required Qualifications:

  • Bachelor’s Degree B.S. in Engineering or other technical discipline required.
  • 5 years experience with engineering, project management or gas operations.
  • Must possess strong leadership skills and demonstrate excellent management practices.
  • Must be able to determine project requirements, assess the abilities within the work group and delegate appropriately.
  • Requires strong planning skills and high degree of ability to coordinate and delegate large numbers of requests while maintaining budget, schedule, and quality controls.
  • Must anticipate when additional contract or Company workforce is needed to meet client requirements.
  • Responsible for providing team goals, evaluating performance and effectively fostering a healthy work environment.
  • Provides work direction and coaching to members of the work group.
  • Must be able to motivate and empower personnel and deal effectively with performance problems.
  • Requires the ability to assess potential financial impact of a project or program on the Company, as well as the impact on existing Company facilities and operating, marketing, and regulatory philosophies and procedures.
  • Must possess the ability to review complex problems and propose innovative solutions, which involve technical, operational, economic, and strategic issues, and may link new concepts and technologies.
  • Must have understanding of engineering and economic calculations and analyses to ensure a thorough and accurate assessment has been performed.
  • Must be able to understand and perform a variety of scientific calculations.
  • Requires knowledge of project management theories and concepts and engineering practices and concepts.
  • Must possess the ability to effectively interact with various departments to maintain open lines of communication.
  • Must have strong negotiation skills to be able to balance the needs of multiple clients with multiple projects against limited resources.
  • Must be able to clearly and concisely communicate, both verbally and in written form, technical and non-technical information to all levels of management in both formal and informal settings.
  • Basic computer knowledge.
  • Extensive knowledge of spreadsheets and database analysis tools.
  • Strong knowledge of technical and engineering concepts that impact Company operations.
  • Must be able to work extended hours.
  • Requires travel within the service territory.

Other Qualifications:

  • This is a DOT safety sensitive position. A pre-assignment drug test may be required.
