Full-Time Senior Human Resources Analyst (Classification and Compensation)

Job Description

The City of Tacoma is looking for a Senior Human Resources Analyst, with extensive experience in the area of Classification and Compensation, to join the Human Resources team.

The mission of the Human Resources Department is to provide comprehensive and innovative Human Resources services to City of Tacoma departments and employees for the benefit of our community. The City of Tacoma has a workforce of 3,600 employees with approximately 75% of the of staff in 29 bargaining units represented by 12 different labor unions.

Under the direction of the Human Resources Manager for Classification and Compensation, the Senior Human Resources Analyst assists with providing strategic direction and the administration of the overall structure of the classification and compensation systems, including making recommendations on policy and systems based on collective bargaining agreements, equity, best practices, fiscal sustainability, and meeting workforce recruitment and retention goals.

The Senior Human Resources Analyst serves as a key advisor in support of the City of Tacoma’s classification and compensation systems, providing advice and guidance to City Senior Leadership Teams regarding the classification and compensation structure. This position advises managers and supervisors on compliance with federal, state and local laws, including the Fair Labor Standards Act (FLSA), state wage and hour laws, apprenticeship programs, related regulations, as well as policies and processes. This analyst assists in the market review of all positions, maintains the salary table and data on classifications and related compensation, and completes assessments and analyses of system changes as applicable to meet critical business needs. The Senior Human Resources Analyst is responsible for assisting with training, producing analyses and reports and maintaining relevant records and data.

Qualifications

An equivalent combination to:

  • Bachelor’s Degree with a focus on human resources, business, social or organizational behavior sciences, public administration or a related field

AND

  • Three (3) years of broad-based professional human resources experience, including facilitating organizational development or change, and advising and consulting on human resource issues

OR

  • Based upon assignment, four (4) to six (6) years of human resource experience directly related to area of assignment such as compensation and benefits, training and development, talent services, safety and equal opportunity employment.

 

Equivalent education/experience may be substituted.

DESIRABLE QUALIFICATIONS:

An equivalent combination to:

  • Bachelor’s Degree with a focus on human resources, business, social or organizational behavior sciences, public administration or a related field and four (4) years of broad-based professional human resource experience in classification and compensation.
  • Progressively-responsible experience in classification and compensation administration in a public-sector environment, including job and compensation evaluation and analysis; demonstrated knowledge of job evaluation systems, compensation practices and methods, knowledge of applicable laws
  • Experience in labor relations highly desirable
  • Certified Compensation Professional (CCP), Professional in Human Resources (PHR / SPHR) or Society for Human Resource Management Certified Professional (SHRM-CP / SHRM-SCP) certification strongly preferred
  • The successful candidate will be able to demonstrate competencies and significant accomplishments from prior work experience. Experience in a public or government agency is preferred but not a requirement.
