Full-Time Manager, Apprenticeship Innovation Program

Hybrid Role (On-Site and Remote)

The Manager, Apprenticeship Innovation Program will help design, market, and scale Employ Prince George’s Apprenticeship Innovation Program by leading the program in strategically enrolling job seekers in registered apprenticeship programs, assisting businesses across the Washington metropolitan area develop and register new apprenticeship programs and assist in the expansion of existing registered apprenticeship programs. They partner with internal and external stakeholders across the region to promote the Apprenticeship Innovation Program, increase the number of registered apprenticeships in the region, and increase the number of Prince George’s County residents enrolled in registered apprenticeships. Partnerships with businesses is required for any successful apprenticeship and successful apprenticeship program.
The Manager, Apprenticeship Innovation Program is the principal program staff tasked with securing business partnerships and participation with the Apprenticeship Innovation Program. The Manager is also tasked with coordinating the registration of apprenticeships with the United States Department of Labor and/or the Maryland Department of Labor and managing the contracts of Apprenticeship Innovation Program contractors. They ensure that the required elements and partners for an apprenticeship are in place for all apprenticeships. Additionally, they are tasked with managing all operations of the Apprenticeship Innovation Program as the sponsor of a registered apprenticeship.

The Manager oversees the development, implementation and continuous improvement of the Apprenticeship Innovation Program by leading the staff and contractors, coordinating day-to-day activities, building business and training provider relationships, strategizing innovative ways to increase program enrollments, inputting and verifying program activities across multiple databases, and tracking the overall performance and outcomes of the program.

Essential Responsibilities:
Programmatic Support

  • Lead the Apprenticeship Innovation Program staff and contractors in supporting the organization’s
  • strategic direction, align program priorities and resources, and create and manage long-term goals.
  • Work closely with the Director, Talent Acquisition to strategize the elevation of Apprenticeship Innovation
  • Program. This includes developing program policies, initiatives, and priorities; integrating program
  • administration with internal and external stakeholders; identifying and alleviating program inefficiencies,
  • and crafting improvement plans after evaluating program processes and effectiveness.
  • Assist businesses in the Washington metropolitan area with creating registered apprenticeship programs. This includes developing strategic partnerships with new businesses, reviewing employer documents, providing program and curriculum development assistance, accepting program documentation from businesses and contractors.
  • Lead operational and strategic discussions with stakeholders surrounding formal program performance requirements, planning, and reviews.
  • Establish data collection metrics and prepare reports on pre-apprenticeship development, recruitment, and support of Registered Pre-Apprenticeship.
  • Deliver group and one-on-one presentations to schools, community events, registered apprenticeship programs, and employers on eligibility and AIP program services that increase enrollment in education, training, and transition to apprenticeship programs.
  • Maintain currency with industry trends and updates labor market information by routinely researching online resources.

Case Management Regulatory Functions:

  • Ensure that participants meet Apprenticeship Innovation Program eligibility requirements.
  • Ensure that participant data is entered in Maryland Workforce Exchange (MWE) and/or other database systems as required.
  • Ensure that training and support services requests are processed accurately and timely.
  • Record activities and interactions with participants in MWE or other database systems with case notes and accurate service codes in keeping with regulations.
  • Coordinate apprenticeship placement follow-up services and ensure that they are recorded in the database in keeping with regulations and internal policies.
  • Complete reports as required to ensure the efficient and effective management of participant cases.

Staff Development and Supervision

  • Interview, select, and train new staff within the Talent Acquisition Department.
  • Communicate organizational needs, oversee employees’ performance, provide guidance, support, identify
  • development needs, and manage the reciprocal relationship between staff and the organization so that each is successful.
  • Ensure the adherence to organizational human resource policies and procedures as well as related employment laws.
  • Conduct regular team meetings to improve the attainment of departmental and programmatic goals.

To Be Successful in This Role You’ll Need:

  • Three (3) or more years of workforce development or apprenticeship experience.
  • Working knowledge of the Prince George’s County Public Workforce System, Maryland’s Public Workforce
  • System, workforce development case management, the Workforce Innovation and Opportunity Act,
  • outreach, and community engagement strategies.
  • Two (2) or more years of experience supervising direct reports.
  • Three (3) or more years of program management experience using a project management database.
  • One year of experience facilitating presentations and coordinating outreach events.
  • Must be comfortable establishing new business relationships and coaching individuals to achieve their career goals

Other Highly Preferred Knowledge, Skills and Experience, and Key Characteristics:

  • Two (2) – Five (5) years of increasingly responsible work experience within workforce development.
  • High level of program management and development skills.
  • Excellent oral and written, interpersonal, and communication skills

Applicant must be local to DC, MD, or Northern VA to attend events, or business engagements, as necessary.
