Job Description

Who we are

We are the Air Operations Center (AOC) Weapon System (WS) 10.1 Program Management Office (PMO).  We engineer, integrate, test, field, and maintain an evolving weapon system comprised of approximately 100 major subsystems consisting of a variety of commercial off the shelf and government communications and electronics equipment.  The AOC WS provides command and control capabilities for joint and combined forces at AOC locations across the globe.  We support warfighters that need access to information and capability today. A key functional component of the AOC 10.1 PMO is the Production Center (PC) team, who oversees and manages integration of change requests for the AOC enterprise.

 

The Position

The AOC 10.1 Production Center (PC) is responsible for integrating and implementing changes to the baseline. The Position requires program management and/or engineering experience managing, tracking, and assessing contractor performance of Government prioritized backlog. Strong leadership and organizational skills required to lead 70-80 member team.  Excellent verbal and written interpersonal communication skills with the ability to adapt communication style to the audience, including external stakeholders and organizations.  Technical management expertise highly desired. Familiarity with AOC 10.1 Program Management Office processes preferred but not required. Understanding of AOC operations and missions, and AOC systems and capabilities highly desired.

 

What You Will Do

As Production Center Lead, you will carryout and/or oversee the following:

  • Engineering Change Requests (ECRs)
    • Oversee the integration of Engineering Change Requests (ECRs), prioritize and approve integration contractor backlog, and authorize work for PC Cyber (in conjunction with SPO Cyber)
    • Maintain awareness of ECR and cyber backlog, and burn down plan to work ECRs and cyber work
    • Prepare for and support review and approval boards to gain fielding decisions to implement changes to the AOC 10.1 baseline through Agile Release Events (ARE) (quarterly)
  • Participate in Meetings
    • Conduct at a minimum bi-monthly staff meetings with all PC members
    • Participate in AOC 10.1 Program Staff Meeting to provide weekly updates on PC status, as well as inform program leadership of potential blockers and issues
    • Prepare for and support user community working groups (e.g., Requirements Execution Working Group), as needed
  • Interface with internal and external stakeholders
    • Interface with other Government functional leads to ensure PC has what they need to perform their duties
    • Collaborate and coordinate with other functional areas to prevent roadblocks
    • Facilitate discussions and resolve issues that may arise with the Ryan Center and CAOC-X, both of which are run by separate entities
    • Act as main POC for all taskers that involve the PC at the Ryan Center
    • Collaborate, coordinate, and communicate with DET-12 Block 20 leadership as AOC 10.1 transitions to a Block 20 infrastructure and applications
    • Interface with Block 20 transition point of contacts and integration contractor PC lead to maintain situation awareness of Block 20 status, progress, and how it impacts the AOC 10.1 program
  •   Programmatic Activities
    • Provide concurrence on all non-ARE procurement Bill of Materials/List of Materials
    • Provide Contracting and Acquisitions teams needs dates for all ARE procurements
    • Submit procurements specific to the PC
    • Provide inputs to spend plans for fiscal year and POM planning, as required
    • Establish/gather information for Military Interdepartmental Purchase Request (MIPR) to acquire external agency support (e.g., Global Command and Control System support from Defense Information Systems Agency), to include review/update of Performance Work Statements, Memorandum of Agreements, cost estimate, MIPR checklist, etc.
  • Other Activities
    • Respond to and facilitate questions from SPO Cyber (that require PC support) on Command Cyber Readiness Inspection preparation for sites
    • Facilitate questions from sites and Help Desk ticket status when tickets are incorrectly sent to PC instead of Help Desk by providing proper Help Desk procedures
    • Provide direction and guidance on matters causing prioritization or resource constraints within the PC

  • You understand the Department of Defense Instruction 5000 series
  • You understand the Department of Defense and US Air Force relationships
  • You have experience managing acquisition and contracting strategy
  • You have strong leadership and management skills with a diverse workforce

  • You are a change agent that inspires a project team to achieve “creative compliance” within the DoD Acquisition Process
  • You are able to travel if needed and maintain a valid passport.
  • You are a U.S. Citizen and have the ability to obtain at a minimum a Secret-level U.S. Security Clearance. (see eligibility requirements here)

This is a Federal civilian service position within the United States Air Force. We are hiring at the equivalent of a GS-13 up to GS-14 level for this position. This means you can expect a base salary of $79,468 to $122,077 multiplied by your locality rate, based on your experience.
