Full-Time Community Development Director

Job Description

Currently in the midst of a central city redevelopment renaissance, an Interstate 41 boom, and multiple industrial businesses expanding or attaining profitable contracts, the City is excited what is in store for Oshkosh next.

 

The Director of Community Development leads the Economic Development, Planning, Assessors, and Inspections Divisions in the achievement of its strategic goals through superior interpersonal management skills and by providing strong strategic and organizational guidance and effective leadership.   The Director occupies a leadership position within the Oshkosh community, so our next Community Development Director must have outstanding communications skills, be exemplary in building community relationships and outreach, and maintain a positive public image.  The Director will be a professional with demonstrated experience in Community Development leadership.

 

Key responsibilities include:

  • Design and construct capital projects in pursuit of furthering community goals in economic development and neighborhood revitalization.  Develop, initiate, and provide assistance on special projects, Tax Increment Financing (TIF) Plans, development agreements, Lean training, and strategic planning.  Coordinate private projects with other City departments.  Oversee grant writing and administration. Work with external organizations on economic development projects and prospects.
  • Business retention and expansion program.  Supervise Neighborhood Revitalization Programs, including the Community Development Block Grant (CDBG) program, Healthy Neighborhoods, and collaboration with other housing agencies.
  • Serve as Executive Director of the Redevelopment Authority.  Act as liaison and resource, direct, and provide staff support and guidance to the following boards, commissions and community groups (either directly or indirectly): Plan Commission, Zoning Board of Appeals, Downtown Business Improvement District Board, Rental Housing Advisory Board, Fair Housing Commission, Landmarks Commission, Sustainability Advisory Board, Neighborhood Associations, Board of Review, Public Arts and Beautification Committee; Bicycle and Pedestrian Advisory Committee, and Citizens Advisory Committees.  Coordinate Greater Oshkosh Economic Development Corp. (GOEDC) and Greater Oshkosh Healthy Neighborhoods Inc. (GO-HNI) with Board, Executive Committee, and staff.
  • Meet with division heads and other personnel regularly to review the operations and activities of each division to ensure that responsibilities are met, problems are resolved, special projects are pursued, etc. Provide advice, counsel, and direction to division heads and other personnel.  Review and administer the department and Capital Improvement Project (CIP) budgets.
  • Create and implement City development plans such as land use, industrial park, bike and pedestrian, etc. Work with surrounding governmental bodies, Winnebago County, and State of Wisconsin on planning and development issues.  Enforce City Codes such as Zoning, Subdivision, Building, and Property Maintenance.

 

What you will bring to this position:

Experience.  Six (6) or more years of progressively responsible experience in planning or community development as well as a minimum of three (3) years of supervisory experience.

Knowledge.  Bachelor’s Degree in community Planning, Urban Planning or Studies, City or Regional Planning, Architecture, Landscape Architecture, or a related field.  A Master’s Degree in a related field and certification by the American Institute of Certified Planners are preferred.  Knowledge of the principles and methods used in community development, budgeting, and current and long-term planning.

Communication.  Effectively lead a team and build rapport with community members and members of City Boards and Commissions.

Collaboration.  Work effectively with stakeholders to form and implement the strategic plan, create and implement development, as well as provide guidance and counsel.
