Deputy City Managers play a valuable role within the City of Toronto by assisting the City Manager in administrative governance and oversight activities, with a focus on enhancing Toronto’s vitality and quality of life for residents, businesses and visitors through the efficient, effective delivery of services essential to the City’s daily operation. Deputy City Managers (DCMs) also work to improve and protect the livability of neighbourhoods while ensuring excellence in planning growth and the delivery of quality buildings and infrastructure, and to ensure that programs and services are working together to deliver excellent services to citizens and achieve Council’s priorities.

As Director, Strategic Policy & Programs, within the Deputy City Manager’s Office – Infrastructure & Development Services, you’ll set the overall direction for the DCM’s Office by establishing goals and objectives aligned with City priorities, and provide strategic leadership and advice in the advancement, coordination and implementation of strategic priorities, policies and initiatives. Adept at managing competing priorities and demands in a rapidly changing environment, you’ll create, design and implement key transformation initiatives, projects and policies to achieve organizational goals, and play a major role by providing senior-level advice, guidance and support to the DCM.

A key strategic support role

In particular, you’ll ensure seamless integration and coordination of initiatives by providing strategic support and representing the DCM on major corporate priorities, City building initiatives, corporate-wide strategic actions, and executive-level committees. On behalf of the DCM, you’ll lead, influence and support the applicable service area on key strategic initiatives by implementing and evaluating strategic and operational plans for the organization to respond to corporate initiatives and service improvements, providing updates and reports on project status, issues and key deliverables. The DCM will also count on you to facilitate oversight and appropriate governance mechanisms, including considerations related to enterprise risk management, operational risk assessments, compliance, and audits.

Full scope of managerial accountabilities

A highly experienced leader of people, projects and change, you’ll direct all activities of the Section, through subordinate management staff, as well as lead and motivate a diverse workforce, ensuring effective teamwork and high standards of work quality and organizational performance, resolving controversial labour relations issues, and promoting continuous learning and innovation.

Achieving results in a complex, multi-stakeholder environment

A persuasive, credible communicator, you’ll lead high-level strategic projects, as well as cross-functional or multi-divisional teams in driving strategic efforts, and in the development and implementation of strategies to achieve the corporate vision, while assembling and managing the tools and resources needed to support transformation and complex program delivery. Ultimately, you’ll ensure that DCM initiatives are driven with clearly defined strategy, performance management accountability, recommendations for areas of improvement, and appropriate financial oversight, and informed through data analytics.

KEY QUALIFICATIONS

Among the strengths you bring to the role of Director of Strategic Policy & Programs will be the following key qualifications:

  1. Post-secondary education in a discipline pertinent to the job function (e.g. Public Administration, Business, Finance, Strategic Business Planning & Continuity, etc.) combined with relevant senior-level management experience, or an equivalent combination of education and experience.
  2. Extensive experience as a leader of complex strategic projects and overseeing major cross-functional initiatives in a diverse, complex and multifaceted organization.
  3. Extensive experience leading large-scale transformational change initiatives and delivery of programs that create service improvement and efficiencies, and involve multiple stakeholders and constituencies within a major public or private sector organization.
  4. Extensive experience making critical decisions, and developing long-term objectives and business strategies, and demonstrated experience contributing to business tactics and strategies, with a thorough knowledge and understanding of diverse operational needs.
  5. Extensive experience developing effective relationships, both internally and externally, especially with Council, City staff at all levels, other levels of government, external organizations and the public.

This senior mandate also calls for your knowledge and understanding of relevant policies and government legislation, including the Toronto Public Service By-law, the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), the Occupational Health and Safety Act, the Ontario Human Rights Code and the Accessibility for Ontarians with Disabilities Act (AODA).

A client-centric leader, able to demonstrate value-add service delivery to key stakeholders and clients, you’re also recognized for your excellent interpersonal and multidisciplinary project skills, and ability to manage competing priorities and demands in a rapidly changing environment. The ability to prepare  reports, correspondence, presentation material and Council reports, and to exercise independent judgement and discretion in dealing with confidential matters will only add to your success in this role.
