Job Description

SALARY: $‎31.25 – $‎50.48

GENERAL PURPOSE:

Under general direction, performs a variety of skilled technical duties involved in performing inspections, preventative and corrective maintenance, and troubleshooting on all mechanical systems for the wayside and light rail vehicles (LRVs) in area of assignment; ensures all (LRVs) and related equipment on the right-of-way are safe and ready at all times; responsible for all repairs, modifications, and rebuilding of LRV systems and components, inspection, maintenance, and repair; includes making repairs to light rail vehicles and their systems; adjusts motors, generators, brake systems, and related vehicle systems and components; inspects, diagnoses, and repairs a variety of systems associated with light rail vehicles including LRV signals, tracks and switch machines, wheel detector systems, overhead centenary system, electrical power substations, and a variety of shop tools and equipment; and services and performs preventive maintenance duties on light rail vehicles and equipment.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Performs light rail vehicle preventative maintenance as scheduled or required on a regular basis; performs daily, weekly, monthly, quarterly, and annual maintenance on all systems including 3-phase inverters, battery chargers, CCTV system, high-speed circuit breakers, doors, brakes, body and fenders, lights and warning systems, bridgeplates, propulsion systems, hydraulics, and locomotion.

• Performs Right-of-Way preventative maintenance as schedule or required on tracks and switches; lubricates and adjusts spring switches, correspondence signals, station CCTV and lighting, glassware, snow and ice removal, snow blowing, graffiti removal, and lighting of substations warning devices.

• Inspects and/or performs corrective maintenance and troubleshooting daily on any and all systems pertaining to SKODA light rail vehicles, Impulse High Voltage traction Power Substations, Overhead Catenary System, communications equipment, signals, stations, closed circuit TV systems, security and fire alarm systems, track switches, and HVAC units: documents maintenance and repairs/adjustments for tracking and compliance purposes.

• Fabricates tools, parts, components, and systems for LRV, TPSS, OCS, right-of-way (ROW), TWC, signals, signage, safety equipment, security and fire alarm equipment; maintains equipment as needed; performs regular inspections of the equipment and systems used and takes appropriate action as needed; audits and tracks Inventory of parts through the MMIS system (maintenance management inventory system); researches and contacts manufacturer’s and vendors to ensure low costs for replacement parts and provides the bid information to the Contracts Department as necessary; audits and ensures all chemicals that enter the maintenance facility are documented and have the required records on file.

• Supports coordination of emergency response and accident investigations for vehicles, LRVs, crane, forklift, and work related injuries; investigates and generates reports and documents pertaining to injuries involving security or the public; acts as a liaison to police and fire departments; performs/ coordinates hazardous material spill clean-up work pertaining to environmental issues.

• Responds to and performs unscheduled repairs/replacement of damaged fixtures and roadway surfaces on the right-of-way including drain grates, concrete defects, damaged electrical vault covers, damaged traffic signs, axle counter covers, switch machine covers, and signal lighting.

• Provides support to the division/department and others on matters as directed; serves as staff on a variety of committees as assigned; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies, and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s Degree in electronics, electrical, mechanical maintenance and repair. Five years of experience performing repair and maintenance of light/heavy equipment, troubleshooting electrical systems, and performing equipment inspections, preferably with light rail vehicles and equipment; OR an equivalent combination of education and experience.

Required Licenses or Certifications:

Valid state driver’s license.

Required Knowledge of:

• Operations, services, and activities of a light rail vehicle maintenance and repair program.

• Current methods, equipment, tools, and materials used in the repair, maintenance, and adjustment of light rail vehicles and associated systems.

• Methods and techniques of performing preventive maintenance including preventive maintenance inspections, performing diagnostic troubleshooting services.

• Principles of electrical, mechanical, and electronic theory.

• Methods, materials, equipment, and tools used in fabrication work.

• Basic shop mathematics.

• Occupational hazards and standard safety practices.

• Pertinent standard operation procedures, standard maintenance procedures, federal, state, and local laws, codes, and regulations.

• Principles and procedures of record keeping.

• Principles of business letter writing and basic report preparation.

• English usage, spelling, grammar, and punctuation.

• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.

Required Skills:

• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.

• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.

• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.

• Performing a variety of mechanic work in diagnosing, troubleshooting, and repairing light rail vehicles and their systems.

• Accurately diagnosing mechanical and electrical repair needs.

• Operating a variety of mechanical equipment in a safe and effective manner.

• Performing various welding and fabrication duties.

• Performing safety inspections and identifying safety hazards.

• Conducting accident/incident prevention and investigation.

• Interpreting and using all types of operating and repair manuals related to a light rail system.

• Interpreting and applying applicable federal, state, and local policies, laws, and regulations.

• Maintaining repair and maintenance records.

• Responding to inquiries and in effective oral and written communication.

• Applying project management techniques and principles.

• Working cooperatively with other departments, Agency officials, and outside agencies.

Physical Demands / Work Environment:

• Work is performed in a light rail operations right of way and maintenance shop environment.

• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 50 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, infectious disease, and extreme noise when conducting site visits and working in the field.
