The Opportunity
Led by the Regional Energy Projects Manager, this role will be become part of the regional energy project team for the East and West Midlands, aligning with the Midlands Energy Hub for which energy projects and programmes can be developed and delivered. Building on Nottingham’s highly successful Carbon Reduction, Energy and Sustainability division this post covers the whole of the Midlands region. The successful candidate will be employed by Nottingham City Council. Applications are invited from across this geographical region, with Nottingham being the main place of work; there will also be the option for some home working as agreed with the line manager.
The Role
  • To create and maintain a project dashboard / balanced scorecard approach to presenting key Midlands Energy Hub programme performance indicators, including project KPI reporting, corporate performance monitoring, risk register management and budget updates.
  • Devise and implement Information Management Systems to support data analysis and evidence based research, to support the Midlands Energy Hub in their project delivery.
  • To work with Midlands Energy Hub and its Local Authority Stakeholders to understand data gaps, drive improvements and establish best practice through research, collation and analysis of complex information including statistical data and textual reports.
  • Ensure the successful identification, assessment and management of risks and issues, and resolve or escalate these in a timely fashion, writing effective exception reports and exception plans where necessary
  • Create and update project documentation to meet changing requirements, and linking to associated business plans.
  • Manage project outputs against targets/tolerances of scope, time, cost, quality, risk and benefits, providing progress and exception reports as required
  • To support the Midlands Energy Hub management team in the development of stretching performance and growth targets, developing Key Performance Indicators to inform and evidence progress towards the targets and KPIs set by BEIS and other funders.
  • To assist in interpreting guidance of any new statutory reporting requirements
  • Be proactive in collection of information required and ensure that all information is submitted on time.
  • To analyse data, financial, environmental or technical and support the lead project officer / manager to find innovative ways to improve operations or services.
  • Undertake any other tasks which are reasonable as directed by the Regional Energy Projects Manager or Head of Energy Services (NCC).
Skills & Experience required
  • Experience of developing appropriate performance management and improvement frameworks, working across different services and make sense of a wide variety of performance information
  • Experience of producing accurate, clear and concise performance information
  • An ability to handle data to work with quantitative research as well as qualitative research
  • Experience of using performance management and quality assurance techniques to drive and maintain high standards of service delivery and performance.
  • Ability to organise own workload and manage deadlines in an environment of constantly changing priorities
  • Strong practical knowledge of a range of IT packages including MS Word, Excel and PowerPoint, and a good understanding of GIS, Access and MS Project.
