POSITION DESCRIPTION
There are over 300 service connections and 200 miles of transmission pipeline in the Regional Water System from the City and County of San Francisco boundary to the Peninsula, East Bay and South Bay. Inspection, routine maintenance and shutdown of pipelines require coordination with the customers affected. Maintaining water delivery to services and customers while completing necessary pipeline inspection and maintenance is critical to meeting the obligations set forth in policies, agreements and State regulations.
Under general direction from the Distribution & Maintenance Section Manager of the Water Supply and Treatment Division (WST), the Water Construction & Maintenance Superintendent exercises supervision of the activities of second level supervisors and subordinate personnel engaged in operation, inspection, maintenance, field testing, repairs and installation of the Regional Water System transmission pipelines, related appurtenances, and the retail and wholesale customer water services for WST. The Water Construction & Maintenance Superintendent directly supervises class 7284 Utility Plumber Supervisor II(s) and other subordinate staff.
The essential duties of this position include but are not limited to the following:
• Reports to the Distribution & Maintenance Section Manager, supervises second level supervisors and subordinate personnel in execution of work assignments relating to repairs, maintenance and operations of the Regional Water Transmission System.
• Assigns and reviews daily work orders, oversees and monitors the transmission system’s preventive maintenance program.
• Assists WST Section Managers to ensure the safety, reliability and efficiency of all Regional Water System facilities. Coordinates section activities with those of other division sections, departments, divisions, and outside agencies and organizations.
• Recommends and implements division goals and objectives, establishes performance standards and priorities for system maintenance activities, implements related policies and procedures and makes recommendations to superiors for improvements in maintenance activities, policies and procedures.
• Prepares annual budget requests for the Water Construction, Distribution and Maintenance Section, monitors expenditures and approves purchase requisitions.
• Personally resolves customer problems and complaints in an efficient and expeditious manner.
• Directs, supervises and develops subordinate personnel to assure their productivity, competency, professional growth and job satisfaction.
• Plans and manages the development and training of subordinate staff to ensure safety, efficiency, regulatory compliance and an increased understanding of the facilities and operations of the Regional Water Transmission System and its retail and wholesale customer services.
• Interviews and hires new staff; prioritizes, assigns and reviews work, approves time off and leave requests, prepares and reviews employee performance evaluations.
• Develops, reviews and plans staff training programs
• Other related duties as required
Work Location: 1000 El Camino Real, Millbrae, CA 94030
Nature of Work: Sustains physical effort, such as standing or walking for prolonged periods, lifts heavy/imbedded manhole covers weighing in excess of 75 lbs., has great manual dexterity, wears respiratory protection equipment, has frequent exposure to potential hazards and exposure to inclement weather, works around extreme wildlife, working above water, working in small, confined spaces or at great heights. Incumbent may be required to work on all shifts, respond to emergencies on a 24-hour on-call basis, and work alone or with a crew.
MINIMUM QUALIFICATIONS
1. Eight years of experience in the metal trades industry, preferably in a large water or public works organization, of which at least three years shall have been in an important supervisory capacity over field construction, installation, maintenance; AND
2. Possession of a current Grade IV Water Distribution Water Operator Certificate issued by the State of California, Department of Health Services; AND
3. Possession of a valid California Driver’s License
Note: Possession of a Grade V Water Distribution Operator Certificate issued by the State of California, Department of Health Services is required within twelve (12) months of appointment.
Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
• Five (5) or more years of supervisory capacity over field construction, installation, repairs and maintenance
• Experience with construction of appurtenances using plans and specification drawings, ability to read and interpret plans and specifications.
• Experience with directing several field crews in performing maintenance, repairs, disinfections and inspections of transmission pipelines.
• Demonstrated ability to communicate and convey information verbally and in writing, prepare clear and concise reports.
• Basic understanding of a CMMS and preventive maintenance program.
• General knowledge of general construction, operation and maintenance requirements of a large water transmission and distribution system and practical knowledge of hydraulic engineering.
