Concept 2 Keys (C2K) is specifically focused on the process and performance aspects of development applications and involves collaboration with City Planning and other commenting partners to facilitate the smooth and agile delivery of development applications. With the C2K Office being a new Office reporting to the City Manager’s, you will have a unique opportunity to develop the position and team. Overseeing a number of staff, in either matrixed or dedicated capacities, you will play a leadership role in the City’s effort to deliver:
- A culture of collaboration and accountability between all stakeholders involved in development application review;
- Improvements to the way the City/Division operates to ensure the development process is relentlessly customer service focused, accountable, predictable, transparent, performance based, and collaborative; and
- A lens that considers the evolving needs of the City.
Reporting to the Chief Operating Officer – Development, you will provide strategic leadership and oversight of the Concept 2 Keys program, including budgeting, resourcing, contract oversight, procurement, and strategic direction. With a particular focus on developing and implementing improvements to the Development Review Process across districts and divisions, you will partner with other divisions to lead City-wide development review and business transformation affecting change and continuous improvements.
As Director of Business Transformation, it will be your role to develop, design and implement co-ordinated, City-wide change in functional programs, operating models, processes, practices, and technology, to enhance overall business performance and the efficiency and effectiveness of the City’s Development Review Process. Among other innovations, you will redefine the idea of the customer to be more inclusive so that City divisions, as part of the commenting and review process, recognize developers as partners and customers in the process, as well as their contribution to City building.
Leading by example, you will contribute to the continuous improvement of development review performance through analysis, development, and implementation of sound management practices and procedures while providing program management staff with the direction, guidance, processes, and tools they need to increase efficiencies and improve effectiveness of services provided by the Section.
With a track record of professional accomplishments and related experience, you are well prepared to provide strategic advice to the Chief Operating Officer, Development, and make recommendations to the Senior and Corporate Leadership team to move the program forward, along with representing the COO, Development in meetings with both internal and external stakeholders, sometimes in a politically sensitive context, and work successfully to create consensus among all parties.
We will also count on you to lead the implementation of recommendations that were included in and built on from the City’s interdivisional end-to-end review of the development review process, including the implementation and sustainment of a new operating model. Working with senior leadership across the City, you will also lead the standardization of roles, responsibilities, rules, processes, and guidelines related to the development review, as well as implement and sustain business transformation.
A champion of change and innovation, you will oversee the identification, assessment, and implementation of innovative opportunities for business process re-engineering and technology modernization in partnership with relevant stakeholders. This will include negotiating the acquisition of software products, technology products and services from external suppliers, ensuring compliance with Corporate standards and monitoring contract performance, and overseeing the execution of supporting change management and communication plans to deliver lasting, sustainable change.
