Full-Time Workforce Education Services Community Resource Liaison

Job Description

Clark College is currently accepting applications for a Workforce Education Services (WES) Community Resource Liaison. This full-time position will serve as the single point of contact for the immediate engagement of eligible adults without dependents, in meaningful activities to fulfill the work requirements for Basic Food eligibility as determined by the Department of Social and Health Services. This includes providing intake, assessment, referrals and support in gaining access to appropriate services and activities at Clark College and community partner organizations. This position will also work to build and enhance collaborations with community partners to increase awareness and availability of resources to support low-income individuals. The WES Community Resource Liaison will work in collaboration with the WES team, college staff/faculty, community based partners, and other statewide stakeholders to support the success of Basic Food recipients and Clark College students. This position will report to the Director of Workforce Education Services.

This is a 12-month, exempt, grant-funded position and is dependent upon continued grant funding. Successful candidates must be able to begin employment by August 16, 2019.

Duties and Responsibilities:

Community Resource Liaison Design –
• Actively participate as a member of the statewide Navigator/Liaison Cohort, including attending virtual and in-person trainings and meetings.
• Contribute to the development of the statewide Navigator/Liaison model, including program processes and data tracking systems.
• Participate in ongoing program evaluation and revision efforts to ensure the appropriate and effective supports of this population.
• Collaborate with and work as a part of the Workforce Education Services team at Clark College.

Supporting Adults without Dependents–
• Provide an intake process for eligible adults without dependents as well as Workforce Education Services eligible students, that includes appropriate assessment and presentation of the full menu of options to meet work requirements and individualized career goals.
• Identify barriers/challenges, provide systems navigation and connect community members and students to the appropriate internal/external supports based on the needs assessment.
• Assist all students in accessing Basic Food assistance and the Basic Food Employment and Training (BFET) program and other services; work with other departments to support the reduction of student food insecurity.
• Enroll students in the BFET program, co-enroll in the appropriate WES program, monitor monthly progress reports, provide necessary student follow-up, enter required information in the DSHS eJAS system, and maintain compliance requirements as necessary.
• Assist students who are enrolling in the BFET program with educational and career planning assistance and facilitate creation of clear academic pathways to completion.
• Develop and manage a tracking system to ensure accurate program data and reporting, including the use of a DSHS tracking/communication tool and provide outreach and follow-up as required.
Enhancing Community Collaboration –
• Assist the Workforce Education Services Director in facilitating local or regional BFET Provider service delivery integration and collaboration meetings.
• Assist the Workforce Education Services team in efforts to strengthen transition supports, including transition from Basic Education to Vocational Education, and from Temporary Assistance for Needy Families (TANF) to BFET.
• Develop and facilitate Workforce Education Services Information Sessions, and meet with individuals one on one at community partner sites.

Expanding Resource Availability
• Collaborate with Workforce Education Services Director and staff, Navigators/Liaisons, and the SBCTC to secure and expand the non-federal resources for all BFET providers to increase and enhance capacity to serve Basic Food recipients in employment and training activities.
• Ensure that a full menu of college and community resources is available to support low-income students, and effectively promote these resources to students, staff and faculty.
• Identify and build new community partnerships to increase resource availability for participants.
• Assist the Workforce Education Services Director in the development of policies and procedures related to supporting participants.

Minimum Qualifications
• Bachelor’s degree AND two years of professional experience in education, social services or family and community services, OR an associate’s degree AND four years of experience in education, social or human resources services, OR six years or more of experience in education, social or human resources services.
• Experience working with an academically, culturally and economically diverse student population, interpreting and applying policies, rules and regulations, and providing high-touch client support. Knowledge of community supports that are available to low-income individuals.
• Experience in Microsoft Office Suite, including Word, Excel, Access, and Outlook.
• Ability to effectively build and maintain strong relationships with a variety of diverse people and provides excellent service that consistently meets or exceeds the needs of students, colleagues, and the public.
• Ability to effectively coordinate activities, services, and schedules to ensure smooth and efficient operation of work with a strong attention to detail.
• Ability to work independently and accomplish duties with limited supervision in a timely manner.
• Excellent written and oral communication skills to effectively communicate with diverse groups and individuals. Experience with workshop facilitation and/or public speaking.

• This position requires traveling to partner agencies and Clark satellite offices and possession of a valid driver’s license.
