Work Location: Salem/Marion or Portland/Multnomah; hybrid position
What you will do!
The purpose of this position is to design and deliver training and learning forums to facilitate and promote workforce development, workforce equity, and employee engagement strategies for the Behavioral Health Division managers and staff. The individual in this position will design, facilitate, and evaluate training and curricula for quality, fidelity and effectiveness, and demonstrate knowledge and application of Adult Learning Theory that is neurodiverse responsive and trauma-informed. This will include developing and conducting a needs assessment at the individual program and organizational level, the development and maintenance of process guides, resource manuals and procedures, and qualitative and quantitative data dashboards.
This position will design and create cohort learning opportunities that are peer-oriented (staff with staff, manager with manager) as well as team oriented (manager and staff).

WHAT WE ARE LOOKING FOR:
Minimum Qualifications
Five years of work experience designing, planning, and implementing adult education courses, or applying web-based technologies in a blended learning environment;
OR
Five years of work experience designing, planning, and implementing organizational development strategies.
NOTE:
A bachelor’s degree in Education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior, or related field may substitute for three years of the work experience stated above.
Desired Attributes
- Knowledge of health services delivery systems, particularly the Oregon Health Plan/ Medicaid administration in Oregon and relational landscape of key partners, providers, community based organizations, and advocacy groups.
- Knowledge of Oregon’s Behavioral Health System and relational landscape of key partners, providers, community based organizations, and advocacy groups.
- Demonstrates skills in the following areas:
