Please Note: This is a project-based position and is scheduled to last 12 months. In addition to the base salary, the selected incumbent will receive 5% assignment pay for bilingual duties. The Washington State Department of Labor and Industries (L&I) has a core mission to “Keep Washington Safe and Working”. With over 1.5 million visits to L&I’s website each month, our website is the primary tool for agency communications with our customers. Every day thousands of visitors come to our site to find crucial information and conduct business with L&I online. In alignment with our agency’s core value of Diversity, Equity & Inclusion, and in support of equal language access, we seek to develop valuable web access and information to our Spanish -speaking customers. We are building a web presence for this limited English proficient (LEP) community and need expert content management.
As a bilingual Web Content Manager (Communications Consultant 5) you will be responsible for the quality of content on L&I’s Spanish website. This project position serves as the Spanish Website Content Manager, and is responsible for developing, writing, editing and formatting content that is complex and diverse for online communications, and is specifically relevant and supportive to Spanish -speaking injured workers, medical providers, business people, legislators, the general public, and other stakeholders.
Due to the COVID-19 pandemic, telework is expected for most positions, including this one. As L&I begins to allow for staff re-entry into the workforce, the incumbent of this position may be expected to report to an L&I facility or field office (duty station) for work activities. At that time, discussions about this position may be eligible for continued telework in accordance with L&I’s telework policy. Telework is dependent upon business needs and supervisor approval. When asked to work in the office, the duty station for this position is: Tumwater, Washington.
Duties
Some of what you’ll do:
- Work to improve the quality and effectiveness of agency web communications for Spanish speaking customers.
- Write content optimized for search engines.
- Provide oversight of “writing for the web” and “plain talk” improvements.
- Perform daily quality assurance for L&I’s Spanish internet content.
- Modify Spanish webpages and content to meet agency web standards and branding.
- Review, edit and approve Spanish internet and webpage content.

Qualifications
REQUIRED:
- Bachelor’s degree in marketing, journalism, website content writing, web design, human factors engineering, public relations or communications, or closely related field and three years professional experience. Please note: Additional years of work experience can substitute for the education requirement.
- Excellent verbal, writing and editing skills, including the ability to explain diverse, technical and complex subjects using “plain talk” language in both Spanish and English.
- Demonstrated ability to develop and format content for online communications, mobile compatibility, and suitable for a diverse audience that includes Spanish-speaking injured workers, medical providers, business people, and legislators, the general public, and other stakeholders.
- Demonstrated proficiency in writing and editing websites for non-technical audiences in both Spanish and English. Ability to read and translate agency initiatives, policies and procedures, RCW’s and WACS into consumable content for non-technical audiences.
- Proven ability to manage websites and webpage content. A demonstrated ability to apply governance, rules and standards to determine if content is necessary or required.
- Knowledge and demonstrated ability to write plainly and clearly for lay audiences in a style suitable for the web.
- Expert proficiency in using Adobe suite (particularly Photoshop), Content Management Systems (dotCMS) and image editing software.
- Expert proficiency in HTML, XHTML, Microsoft office applications (Word, Excel, PowerPoint, Outlook, TEAMS).
- Knowledge of Section 508, WCAG 2.0 A & AA accessibility guidelines, ADA and Title VI Federal requirements.
- Expert technical knowledge and expertise in web architecture, navigation, HTML, hyperlinks, search engine optimization (SEO), best practices for web usability through the use of headings, bulleted lists, chunking and easy to scan content.
DESIRED:
- Knowledge and experience with HTML, Accessibility and SEO.
- Knowledge of L&I programs and/or policies.
- Three years of combined writing and information technology experience such as writing for the web/plain talk, designing and formatting content for the web and suitable for mobile devices, following best practices.
- Implementing and troubleshooting customer service and content issues for websites and Web-facing applications or equivalent education.
- American Translators Association certification (English to Spanish/Spanish to English).
To be considered for this position you will need to pass a verbal and written bilingual Spanish exam.
