Full-Time Water Filtration Plant Op Supervisor
Job Description
The purpose of the Water Filtration Plant Operations Supervisor is to supervise, direct, and coordinate the work programs and daily activities of the operations staff at the Water Filtration Plant (WFP). The position is responsible for overseeing the daily operation of the City’s Water Filtration Treatment Plant in accordance with all local, state, and federal regulatory requirements. The position also serves as a backup to several other Water Filtration Plant staff positions to provide coverage and consistency in plant operations.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive:
• Supervise and direct operation of the Water Filtration Plant (50%) – Plan, keep records, organize and assign work to operations staff. Establish annual work schedules for operations staff for the WFP, which is required to operate 24 hours a day, 7 days a week, 365 days a year. Analyze operations on a daily basis and make corrective action decisions. Confer with and advise staff on problems encountered during operations. Communicate operational problems to the Water Filtration Plant Manager and/or other City staff as necessary.
• Support other Water Filtration Plant Staff (30%) – Serve as a backup to the Water Filtration Plant Manager in their absence. Serve as a backup for the Environmental Health Specialist and monitor laboratory procedures for electronic Monthly Operating Report (eMOR) reporting and plant process control. Make changes as necessary to meet reporting and process control requirements. Fill in as a WFP operator as necessary to ensure proper shift coverage.
• Water Filtration Plant staff training policies and procedures (10%) – Assist Water Filtration Plant Manager and coordinate with the Safety and Risk Management Officer for the development, implementation, and continual update of staff training policies and procedures for safety and plant operations. Enforce safety policies and procedures and assist in coordinating safety training.
• Submit monthly and annual reports (10%) – Gather information for and submit necessary monthly and annual reports to the Water Filtration Plant Manager for review. Assist Water Filtration Plant Manager and the maintenance staff with special projects or additional activities as directed.
• Perform other duties as assigned.
REQUIRED MINIMUM QUALIFICATIONS
Education and Experience:
• Associate degree in the water or wastewater field.
• Five (5) years of progressively responsible experience in surface water treatment operations. Supervisory experience preferable.
• State of Wisconsin Waterworks Operator Certification, Subclass S, Grade 1 required. State of Wisconsin Waterworks Operator Certification, Subclass D, Grade T or 1 desirable.
• Possession of valid driver’s license.

• Ability to understand, follow and handle complex policy, procedural and/or technical problems.
• Ability to critically analyze process problems and to use sound judgment in arriving at an effective and appropriate solution.
• Ability to keep accurate records and prepare routine reports.
• Knowledge of employee safety procedures and practices, including confined spaces and noxious gases.

Telephone, personal computer, copy machine, fax machine, base radio, 10-key calculator, typewriter, all water filtration plant equipment, including laboratory equipment.

While performing the duties of this job, the employee is frequently required to sit, talk or hear. The employee is frequently required to walk; climb stairs; use hands to finger, handle or operate objects, tools or controls; and to reach with hands and arms. The employee must occasionally lift and/or move up to 50 pounds.
The employee may occasionally encounter various odors and other conditions normally found in a water filtration plant setting.
Specific vision abilities required by this job include close vision, color vision and the ability to adjust focus.
Work occasionally requires the employee to view operations in the entire Water Filtration Plant, water pumping stations, basins, clear wells, pressure reducing valve stations, and water towers which may require the wearing of a hard hat, safety vest, safety glasses, and other required safety gear.
WORK ENVIRONMENT
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
The noise level in the general work plant is moderately quiet. However, certain areas of the plant have relatively high noise levels and may require hearing protection. The employee occasionally works near moving mechanical parts and in high, precarious places. The employee is occasionally exposed to wet and/or humid conditions, fumes airborne particles, traffic, toxic or caustic chemicals, risk of electrical shock and vibration
