Public Works – Waste Management
1 Contract Full-Time Position, duration: 13 months
Salary Range: $71,698 – $89,624 per annum (plus comprehensive benefits)
Work Mode: On site at 7795 Torbram Rd., Brampton, ON
Hours of Work: 35 hours per week Monday to Friday 8:30 am to 4:30 pm
Overview:
Reporting to the Team Lead of Waste Collection, in this role you will act as key representative for the Region to ensure compliance with waste collection contracts and enforce the Region of Peel Waste Collection By-law covering a total of 320,000 single family dwelling units, 700 multi-residential (95,000 units) and 3500 institutional locations.
As a Provincial Offences Officer you will conduct investigations, collects evidence and participate in court trials as expert witness for the prosecution of property owners and residents that are in violation of the Region of Peel Waste Collection By-law in conjunction with the Region of Peel’s Legal Services.
As a liaison officer between the Region of Peel, its waste collection service providers and service clients, the By-law Enforcement Officers will carry out community outreach and public relations to promote the Region of Peel’s waste management programs and will respond to related community concerns through education and enforcement activities.
In this role you will:
- Enforce the Waste Collection By-law including issuing compliance orders, offence notices and attends Provincial Courts to give evidence while on a daily basis, ensure that occupiers, tenants, property owners and residents are in compliance with the Region of Peel Waste Collection By-law and waste collection guidelines of the Region’s waste management programs.
- Investigate violations to the Waste Collection By-law, gather evidence for prosecution, testify in court, hearing and tribunals and lead and/or assist in inter-municipal by-law investigations using a variety of investigative tools and techniques.
- Prepare reports to identify locations with waste collection issues, on-going service problems and illegal waste disposal practices for corrective actions. This includes attending to illegal dumping incidents to determine origin of materials, conducting investigations and coordinating implementation of corrective actions to resolve service complaints related to the Region’s waste management programs.
- Work independently and/or collectively with other Municipal By-law Enforcement Officers to ensure that residents, businesses and the general public comply with municipal by-laws.
- Collaborate with internal and external agencies including municipal infrastructure planning, fire department, residential developers and contractors to conduct site inspections and provide expert recommendation for site plan approval process with respect to the Region’s waste collection design standards.
- Monitor the performance of the contractors and provide instructions to identify/resolve service deficiencies and ensure compliance with the terms and conditions of the service agreement and the Region’s waste collection policies.
- Facilitate operational meetings to ensure that the work specifications are adhered to by the contractors and waste collection operators. Ensure that appropriate Region waste collection staff are informed and advised of daily waste collection activities and service completion performance.
- Respond and attend to service requests and complaints received from residents and property owners regarding waste collections and provide instructions and guidance to contractors, operators and residents to resolve the complaints and service level issues. Correspondingly, maintains all related physical files, electronic case management files and documentation for follow up action.
- Attend and participate in specialized enforcement training and obtain related certifications related to the Provincial Offences Act (i.e. courtroom procedures, by-law enforcement, ticket writing, note taking, evidence handling etc.) as required.
- All other duties as assigned.
What the role requires:
- Completion of post-secondary degree/diploma, By-law Enforcement Certification by the Municipal Law Enforcement Association of Ontario combined with three (3) years experience in operations in the Waste Management Setting.
- Experience in contract administration, by-law enforcement and procedural application of the Provincial Offences Act.
- Knowledge of the Region’s Waste Collection By-law and Waste Management Programs.
- Working knowledge of federal, provincial and municipal waste management legislations, regulations, guidelines and policies.
- Working knowledge of best practices in municipal waste collection and the methods and practices applied in the waste management industry.
- Experience in public education and outreach using community-based social marketing tools for program promotion.
- Physically able to perform the requirements of the job which involves heavy lifting.
- Proficient MS Office skills
- Valid class “G” license in good standing.

- Ability to work independently with minimal supervision
- Ability to understand and interpret route maps, run sheets, site plans, charts and diagrams.
