PPSLRSWMO currently has an opening for a Vice President of Human Resources. This is a full-time, benefited position that may be a hybrid schedule, and at the Forest Park headquarters in the Central West End.
PLANNED PARENTHOOD OF THE ST. LOUIS REGION AND SOUTHWEST MISSOURI
POSITION TITLE: Vice President of Human Resources
STATUS: Salaried, Exempt
REPORTS TO: President/CEO
COMPENSTION: Salary range is $103,000-$153,000. Benefits include, health, dental and vision insurance, employer contribution and match on 403B contributions, 8 weeks paid parental leave, paid holidays, vacation and sick time.
POSITION SUMMARY
The VP of Human Resources is responsible for the human resource management of the affiliate, including lawful employment practices, positive employee relations providing leadership in promoting and enhancing a diverse workforce, integrating the core values of the organization into the culture, assessing the need and establishing the delivery of effective management training and development programs, screening of potential job candidates and ensuring equitable and competitive salary and benefits’ structures. The VP of Human Resources consults with the senior team, supervisory and management staff on human resource and organizational culture issues. The VP is responsible for consistent and equitable interpretation of employment policies and serves as an internal consultant for organizational development issues. Excellent verbal and written communication skills, phone and computer skills, supervisory/coaching skills, in addition to ability to travel to all PPSLRSWMO centers is required. This position also requires computer and writing work that will require sitting at a desk for extended periods and requires standing for periods in excess of one hour. This position will work a hybrid schedule, with at least two days in the office. This position may fulfill the cell phone reimbursement policy requirements.
PRIMARY DUTIES PERFORMED
Ensure that all employment practices are consistently interpreted by all management staff in accordance with federal and state law and the affiliate’s human resource policies
Serve as the affirmative action officer, ensuring that recruitment, selection, placement and training opportunities support our goal of achieving and maintaining a diverse workforce
Provide senior leadership for the affiliate’s PPX Committee along with VP of Health Equity and Culture
Design assessment tools to analyze performance against goals in collaboration with senior management
Provide direct supervision to the Recruitment and Retention Coordinator to ensure an efficient system of obtaining and pre-screening all applicants for employment, and in processing of all employee-related paperwork
Enhance the workplace environment to foster self-reliant, insightful, and committed and engaged employees
Develop and monitor performance management system. Consult with supervisory and management staff regarding performance issues and disciplinary action
Oversee the analysis of termination recommendations and prepare a summary of documentation for the General Counsel and President and CEO
Review human resource policies with General Counsel for revision annually by PPSLRSWMO or as often as needed based on legal or regulatory conditions impacting human resource policies
Work collaboratively with other staff to ensure that all new employees are oriented to the agency and its policies
Assist supervisors in administration of human resource policies
Work closely with President & CEO to administer salary scales, including market analysis of positions, internal equity analysis, and determination of hiring salary in consultation with hiring supervisors
Establish and maintain salary ranges which are market competitive and internally equitable to enhance recruitment and retention of employees
Supervise administration of benefits by HR Administrator
Work closely with VP of Finance to negotiate group major medical, life, STD, dental, vision and EAP contracts
Monitor employee satisfaction with benefits
Work closely with VP of Health Equity & Culture to establish goals, strategies and policies for PPSLRSWMO’s performance-based evaluation system, linked to clear, equitable performance indicators and annual goals
Ensure that all claims for workers’ compensation, unemployment insurance and severance pay are handled in compliance with laws, regulations and human resource policies
Prepare background position paper for all challenges to Unemployment and EEOC claims and/or conciliation agreements for General Counsel approval
Consult with General Counsel regarding potential liability, or in the event of action taken by a current or former employee or applicant
Participate as member of affiliate’s senior management team. Prepare annual human resources strategic plan and budget

Supervise Human Resource Manager and Recruitment and Retention Specialist
RISK MANAGEMENT AND QUALITY ASSURANCE
Establishes and assures compliance with organizational policies that:
Ensure the provision of the highest quality and most professional service delivered to all Planned Parenthood clients;
Protect Planned Parenthood of the St. Louis Region and Southwest Missouri assets from liability;
Ensure the physical safety of Planned Parenthood of the St. Louis Region and Southwest Missouri clients, staff and volunteers;
Protects confidentiality of all Planned Parenthood of the St. Louis Region and Southwest Missouri clients, donors, Board and all areas of operation;
Follow HIPAA privacy and security guidelines
QUALIFICATIONS

EDUCATION/EXPERIENCE
Bachelors Degree in education, communications, human resources, or health related field required. Master’s degree desirable. Background in educational setting, volunteer, social service or health agency preferred. PHR/SPHR certification from Society for Human Resource Management preferred.
Minimum of five years’ experience in human resource management, preferably in a multi-site organization. Experience in health care staff recruitment, staffing, training and organizational development preferred.
Technical and management experience in salary and benefits’ administration, employee/labor relations, employment, and training and development. Demonstrated ability to appropriately handle complex and confidential information. Skilled in group facilitation and training methods. Skill in problem-solving and decision-making with integrity in making difficult personnel related decisions. Ability to communicate policy interpretations and decisions effectively to a diverse audience.
Demonstrated knowledge and skill in implementing and sustaining organizational diversity initiatives.
Ability to travel throughout the region; some evenings and weekend work may be required. Demonstrated leadership in maintaining positive employee relations. Strong commitment to the mission, goals and values of Planned Parenthood and the ability to communicate those goals and agency values to employees, volunteers, applicants and community contacts.
LANGUAGE SKILLS
Ability to read, analyze, and interpret the most complex documents, including employment laws and regulations. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or Board of Directors.
MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Ability to monitor budget and to prepare annual HR budget.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
CERTIFICATES, LICENSES, REGISTRATIONS
PHR or SPHR from the Society for Human Resource Management strongly preferred.
