Full-Time Transportation Engineer III – R&D – NEW HIGHER SALARY!
Job Description
- Assist NCDOT business units with Research Management services and facilitate contracting with universities and research centers.
- Direct and coordinate NCDOT participation in national programs, including US DOT, Federal Highway Administration (FHWA), American Association of State Highway and Transportation Officials (AASHTO), and the Transportation Research Board (TRB).
- Maintain a research library to support NCDOT activities, catalog state and national research, and maintain records of Board of Transportation meetings.
- Assist with the placement of research findings into NCDOT practice through technical reports, pilot demonstration. operational test projects, special training projects, and other technology transfer opportunities.
- Provide direct support for activities identified in the annual Research and Development work program.
- Manage research projects on Transportation Mobility (i.e., Traffic, Safety, Roadway Design, Transportation Systems Management, etc.).
- Conduct investigative assignments and work on special assignments including contract research projects, cooperative agreement evaluation studies, demonstration projects, research implementation projects and initiatives.
- Evaluate and quantify the impacts of research results and other staff studies.
- Work closely with our R&D manager to maintain and update our R&D policies and work manuals.
- Knowledge of State and federal research and development processes, including new research and technology transfers.
- Experience applying sound engineering principles to effectively provide oversight of active research projects.
- Project management experience coordinating with stakeholders on active projects, guiding implementations. and managing technology transfer activities.
- Project monitoring experience.
- Experience in invoice reviews, meeting coordination, report reviews and deliverables monitoring – including knowing how to use scheduling software.
- Excellent computer skills in Microsoft Office (Word, Excel, PowerPoint, SharePoint, and Outlook).
- A sound understanding of Multimodal Transportation ( (i.e., Highway, Planning, Bicycle & Pedestrian, Transit, Rail, Freight, Ferry, Aviation, etc.) research, technologies, and innovations.
- Experience obtaining data on completed research projects (i.e., surveys, interviews, etc.).
- Experience evaluating and communicating the value of research and/or projects (i.e., Return on Investments, Benefit Cost Analysis, etc.).
- Thorough knowledge and understanding of engineering concepts, practices, and theories and the ability to use it in practice.
- Knowledge of NCDOT’s organizational structure, business needs/objectives, budget, planning, legal/public relations considerations, and/or other related factors.
- Ability to make final approval for complex or a broad variety/scope of program/project specifications for completeness, compatibility, compliance with engineering principles, standards, codes, and design needs.
- Ability to research alternatives and designs or analyze special details for nonstandard items of work for programs/projects.
- Ability to determine program/project priorities, processes, and procedures.
- Ability to manage complex/broad variety/scope of programs/projects for completeness, compatibility, compliance with engineering principles and design needs and standards; ability to resolve/approve major project/program changes.
- Ability to independently make final recommendations and may require ability to make decisions that require specialized engineering and/or program knowledge.
- Ability to serve as technical expert in the area of assignment and may require ability to represent the agency/university as an expert with regard to compliance with engineering principles, standards, codes, designs and statutes and address conflicting design constraints.
- Ability to modify delivery, language or content to account for the characteristics and needs of the audience.
- Communications skills to clearly and concisely communicate verbally and in documents in an organized manner in reports addressing novel or complex engineering concepts and facts such as standards/practices/codes/regulations.
- Ability to participate and lead in the development of long-range strategic goals.
- Bachelor’s degree in engineering, and
- 4+ years of relevant experience; or
- An equivalent combination of education and experience.
- We may require you to be registered as a professional engineer by the NC Board of Examiners for Engineers and Surveyors.
