Position Description:
The Local Agency Program (LAP) rural road engineer is responsible for ensuring the review and advertisement of statewide rural (federal and state) local agency projects for lettings. This position reviews plans, specifications and estimates, holds grade inspections with local agencies, and prepares bidding documents in conformance with federal and state requirements using files received from the local agency to meet appropriate letting dates to ensure a timely construction completion. This position makes independent decisions based on sound engineering judgement and professional experience in relation to applicable design guidelines to assure project designs are in the best interest of the health, safety, welfare, and property of the public. This position has the authority to accept or deny project bidding documents. This position is also responsible for overseeing and directing the process for developing projects in compliance with federal regulations, state laws and department policies. The functions of this position require oral and written communications with local agency officials, engineering consultants, state and federal officials, and legislative officials.
Responsibilities:
- Provide oversight to local agency officials and representative engineering consultants through the project development process to ensure they are in compliance with federal regulations, state laws and department policies.
- Review project plans, specifications and engineer’s estimates for conformity with appropriate design guidelines and application of sound engineering expertise.
- Provide oversight to local agency officials with respect to compliance with the right of way certification process.
- Conduct official grade inspection meetings and site reviews with local agency officials and engineering representatives, along with other state representatives, to ensure design concepts are congruent with site conditions.
- Resolve any noted project design, specification and/or estimate discrepancies. This includes:
- Review pavement structural capacity analysis in relation to proposed structural design needs.
- Review plans and specifications for guideline conformity and application to site-specific conditions.
- Administer advertising addenda to correct any noted errors and omissions before contract lettings.
- Initiate the process to remove a project from bid letting if developments dictate that the project is no longer acceptable as proposed. This involves notifying the section manager and possibly submitting a justification request for removal.
- Develop and maintain proper documentation to confirm the development process is carried out in conformance with legal requirements and policies.
- Direct the development of the MDOT/local agency cost-sharing agreement.
The unit is responsible for managing local agency transportation improvement projects under the Federal Aid, Economic Development, and Special State or Federal Appropriation Programs on a statewide basis. This position has statewide responsibilities for the development of rural road projects from concept to construction.
Basic Requirements for Skills, Experience, Education and Credentials:
Possession of a Bachelor of Science in engineering.
Possession of a Bachelor of Science in civil engineering is preferred.
Experience:
Transportation Engineering Licensed Specialist 13
Four years of professional experience equivalent to a transportation engineer, including two years equivalent to a transportation engineer P11 or one year equivalent to a transportation engineer 12 or transportation engineer licensed 12.
Knowledge, Skills, and Ability:
Skill in:
- Personal initiative and motivation.
Knowledge of:
- Highway engineering, construction and operation methods and requirements.
- Federal contracting requirements.
- Road plans, specifications, engineering drawings, and engineer’s cost estimates.
Ability to:
- Communicate effectively both orally and in writing.
- Utilize all computer programs used in the unit, such as Microsoft Office applications, JobNet and Phase Initiator (PI).
- Travel statewide, when necessary, to accomplish the duties of this position.
- Effectively communicate technical information and concepts to gain confidence and support of others.
- Create and give presentations to various groups, local agencies, consultants etc.
CERTIFICATES, LICENSES, REGISTRATIONS:
- Possession of a registered professional engineering license as required by the State of Michigan.
- Possession of a valid driver’s license is required.
