Full-Time Transport Development Manager
Job Description
The Liverpool City Region Combined Authority is growing a team of exceptional individuals to deliver our vision for an inclusive, globally competitive city region at the heart of the Northern Powerhouse. This is an exciting time for us, having successfully negotiated and secured a Devolution Agreement with Government and elected the City Region’s first ever Metro Mayor.
We have already established a Strategic Investment Fund (“SIF”) to administer our devolved funding and deliver our emerging policy priorities, across different sectors including housing, land and property, skills, employment and transport.
In transport terms, we have successfully negotiated an allocation of £710m of funding from the City Region Sustainable Transport Settlements over the next five years; this represents the biggest funding allocation in our short history. We are looking to use this allocation to develop and deliver our transport pipeline priorities to cover interventions across the City Region for Bus, Rail and Active Travel. The aim is to improve the lives of City Region residents and help deliver the Metro Mayor’s manifesto priorities.
The postholder will sit within the Transport Development team and work with sponsors, to develop and invest in proposals in line with HM Treasury’s Green Book and Department for Transport’s WebTAG appraisal methodologies. You will play a key role in ensuring project’s that seek approval are affordable, deliverable and value for money through shaping and reviewing of project business cases.
The successful candidate will be able to see the opportunities to add value and maximise the links between all transport modes as well as being delivery focused. They will be confident working with partners both internal and external and have strong communication skills.
Team members should be self-starting, collaborative and ambitious, offer fresh ideas, and who demonstrate a commitment to evidence-based investment, and a determination to deliver for the people of the Liverpool City Region.
