Full-Time Training and Safety Coordinator
Job Description
Nature of Work
To develop, coordinate, and administer training programs for Utilities Gas personnel as outlined by DOT Office of Pipeline Safety Regulations, OSHA, and other federal regulations in order to protect the safety and health of City employees and the public.
ENVIRONMENTAL FACTORS
Position functions 70% in an internal office environment with no notable hazards or adverse environmental conditions and 30% outdoors conducting field training and evaluating emergency situations, with exposure to all types of weather conditions, mechanical and electrical hazards, explosives, burns, fumes, odors and gases. Safety clothing and devices include safety helmet with face mask, fire retardant coveralls, protective eyewear, steel toe boots, vests and breathing apparatus.
PHYSICAL FACTORS
Position involves frequent use of a personal computer and training equipment; ability to move items weighing up to 100 pounds; verbal, visual, and auditory abilities sufficient to perform essential job functions; balancing, bending, stooping, climbing, crouching, kneeling and reaching above shoulder height; ability to move around construction sites when conducting field training and evaluating emergency situations.
WORK SITUATION FACTORS
Position involves working extended hours, evenings and weekends; performing multiple tasks; adhering to strict deadlines; on-call for emergency management 24 hours a day, 7 days a week. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policy.
DOT REGULATIONS REQUIRE DRUG AND ALCOHOL TESTING AND RELEASE OF INFORMATION FORM (49 CFR PART 40)
Current City of Las Cruces employees may be given first consideration if they meet the minimum requirements.

Duties and Responsibilities
- To develop, coordinate, and administer training programs for Utilities Gas personnel in accordance with applicable federal and state regulations.
- Identifies employees who perform covered tasks on City of Las Cruces systems; schedules each employee for training and/or evaluation of his/her qualifications to perform each task.
- Processes for identification covered tasks that include records evaluation, incident investigation, re-evaluation on reasonable suspicion and communication of changes.
- Tracks expiration dates of the qualifications of employees; notifies the employee before required evaluation expires; maintains records containing identification of required tasks; date(s) of current qualifications and qualification methods; and all actions performed via OQ Plan and Operation Maintenance and Emergency plan requirements.
- Reviews subject matter; consults with job experts to determine specific training and development needs; designs program content and structure.
- Conducts classroom, shop and field training programs; operates audio-visual equipment; provides lectures; leads discussions; revises materials; arranges program logistics.
- Provides technical guidance regarding the overall operation, planning, development, coordination and evaluation of technical training programs for supervisory, craft and skill employees; provides recommendations regarding employee development.
- Provides on-site troubleshooting and problem resolution; identifies and corrects improper work practices; recommends budget; procures, maintains and operates specialized equipment.
- Administers a City-wide standard welding procedure program; oversees weld certifications; tests vendor products and equipment to ensure federal compliance.
- Responsible for all maintenance and upkeep of high pressure welding equipment.
- Purchases emergency equipment; ensures all emergency equipment is in full operating condition.
- Provides work direction to other staff.
- Assumes duties and responsibilities in the absence of the Gas Operations and Compliance Coordinator.
Minimum Qualifications
Associate Degree in Engineering Technology/Science or related field PLUS five years of experience associated in the construction or design of gas systems is required. Previous experience in a training-related environment is highly desirable. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.
LICENSES/CERTIFICATIONS:
Valid driver’s license is required. Certification as a Certified Welding Inspector (CWI) from an accredited institution must be obtained within three years of employment. Other technical or industry specific licenses or certifications may be required or preferred. Position requires an acceptable driving record in accordance with City policy.
Knowledge, Skills, and Abilities
Considerable knowledge of: Natural gas systems and DOT regulations; principles and practices of adult learning; principles, training methods, and techniques used in current training practices; instructional methods and media.
Ability to: Communicate effectively, both orally and in writing; design formal training programs; conduct formal training needs assessments; evaluate the effectiveness of training programs; operate a personal computer and various software applications; perform technical reading and writing; perform accurate mathematical calculations; perform research; perform complex problem solving and creativity; establish and maintain effective working relationships; operate a motor vehicle and navigate across even and uneven surfaces.
Skills in: poly and steel welding equipment; testing equipment that includes steel tensile guided bending machine and stopple equipment.

SALARY: $75,402.08 – $108,943.12 Annually
