The Challenge
We’re looking for a engineering specialist to serve as the Survey Party Chief for preliminary field surveys including topographical survey, digital terrain modeling, utility location, and boundary stakeouts.
In this role you will:
- Process raw data files for importing into Open Roads Design and MicroStation.
- Perform highway construction stakeout duties including bluetop stakeout, drainage stakeout, slope staking, finish pavement grades, curb & gutter stakeout, monolithic island layout, structure layout, proposed right of way monuments, and applicable easements.
- Calculate and set up road templates using data collectors.
- Calculate and compute earthwork quantities by average end method and DTM.
- Perform GPS control surveys using Trimble equipment.
- Serve as the district drone coordinator providing drone services to all district units.
- Maintain Part 107 Drone Pilot Licensure.
- Provide engineers drone photography, video, and data as requested.
- Work proficiently in Drone Deploy and Content Capture to process data.
- Work with counties, municipalities, contractors, and field support staff as the permitting technician to establish compliance with applicable engineering standards and guidelines.
- Review plans for subdivisions, utility installations, roadway improvements, and prepare cost estimates.
- Process permits, including driveway, utility and non-utility encroachment agreements, road additions and abandonments, and other records and reports.
- Interact with local governmental agencies, utility representatives, contractors, property owners, and others to discuss adherence to policies and procedures.
- Answer questions and address complaints from the public by phone, written correspondence, and in person.
- Administer highway construction contracts in accordance with established guidelines.
- Monitor contractor’s daily operations and perform/review tests reports completed by other technicians to ensure that all work and materials conform to specifications, plans, and contractual provisions.
- Ensure adequate inspection for all phases of work.
- Ensure proper materials sampling and testing is conducted, all technicians are properly certified, and all materials tracked so all federal funding can be reimbursed to NCDOT.
- Supervise and train junior technicians, including NCDOT staff and contract construction inspectors.
- Prepare and calculate monthly and final estimates to assure proper payment to contractors by checking calculations, quantity of materials used, accuracy of electronic pay record books, and other supporting documentation.
What You Bring
- Experience analyzing and interpreting highway construction plans.
- Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision.
- Experience applying engineering concepts to solve complex problems.
- Computer skills using Microsoft Office, Open Roads Design, Microstation, and drafting software.
- Experience conducting independent, moderately-complex surveying.
- Ability to establish and maintain positive communication between other technicians, engineers, contractors, and the public.
- Skills to communicate in a clear, concise, organized, and persuasive manner.
- Ability to work safely in an outside environment with exposure to hazards on construction sites including heights, highway traffic, and traversing rough terrain in evaluating highway construction.
- Agility to perform moderate physical activity including walking, climbing, balancing, kneeling, and standing.
- Strength to lift 50 pounds.
- Ability to work nights and weekends as required to any assigned project within the Division.
- Commitment to safety with the ability to apply safety philosophy and program to all operations.
Notes
- A state driver’s license is preferred.
- Safety toe shoes are required.
Education & Experience
- Associate’s degree in Civil Engineering Technology, Survey Technology, or related discipline, and
- 6+ years progressive technician experience; or
- High School/GED Diploma, and
- 8+ years progressive technician experience; or
- An equivalent combination of education and experience.
