Full-Time Supervisor, Gas Transmission Construction

Job Description

Position Purpose

Responsible for providing effective leadership, planning, scheduling, management of resources and supervision of personnel and equipment for construction, system expansion and replacement of the Company’s interstate natural gas transmission facilities. Accountable for the design and completion of these projects in accordance with company standards, state and federal codes, while ensuring the reliable, efficient and safe delivery of gas via the interstate transmission pipeline and its associated facilities. Responsible for the planning and scheduling of such projects to ensure timely completion and within acceptable budgetary tolerances. Professionally interact with customers, regulatory authorities, and employees to ensure the company satisfactorily meets their needs.

Principal Accountabilities

Project Management (Construction): Responsible for the project management, supervision and planning of all projects associated with the construction of the interstate gas transmission system in compliance with Federal Regulations 49 CFR 192 and Granite State Gas Transmission Operations, Maintenance, Design and Construction Procedures. These responsibilities include:

  • Field design
  • Cost estimating
  • Authorizations
  • Collaborate with engineering on the design and construction of gas transmission facility capital construction projects.
  • Review construction plans for projects including constructability review and verification of material requirements.
  • Collaborate with Supply Chain on procurement and delivery timetables to ensure that material is available in order to meet construction schedules.
  • Collaborate with assigned project manager on larger construction projects to ensure project implementation and completion in accordance with company standards and regulatory requirements.
  • Ensures that work is performed by qualified and competent employees and contractors
  • Utilizes scheduling, tracking, and reporting mechanisms to ensure the timely and cost effective completion of budgeted projects and associated expenditures.
  • Ensures projects are completed in accordance with environmental regulations and permit requirements.
  • Monitor and track capital budgeted projects and associated expenditures.
  • Complete as-built drawings and associated project paperwork to ensure accurate and timely job closeout.
  • Work with City Public Works and Engineering Departments on Unitil proposed construction projects to ensure cooperation with permits, scheduling, and potential conflicts.
  • Work with City Public Works and Engineering Departments regarding their own construction and resurfacing projects that might impact our gas transmission system.
  • Ensures successful cross-boundary interface with other functional areas in the value chain including procurement & inventory, plant records, plant accounting, engineering, and customer service.

Crew Supervision:

Organizes and supervises the work of field crews to ensure safe, efficient and effective performance. Develops and maintains scope, schedules and budgets for personnel, materials, and other resources as required to ensure the timely completion of operation, maintenance and inspection construction projects. Ensures these activities comply with all federal, state, and local regulations, and company standards.

  • Accountable for crew performance including quality and quantity of work.
  • Schedule and oversee the daily activities of employees and contract personnel.
  • Effectively supervise union personnel while adhering to collective bargaining agreements.
  • Ensure employees and contract personnel comply with company safety practices and procedures.
  • Ensure employees and contract personnel comply with company policies and procedures.
  • Ensures the timely and accurate completion of all necessary records, timesheets, paperwork, and documentation needed for accounting, regulatory, asset management, and related purposes.

Operational Performance:

  • Ensures that interstate gas transmission facilities are constructed in a cost effective and reliable manner. Effective monitoring and tracking of expenditures relating to the construction of interstate gas transmission facilities includes:
  • Prepares, maintains, and analyzes statistics and schedules to measure departmental performance.
  • Identifies and improves upon work practices and processes to maximize efficiencies and effectiveness of the department and other cross boundary functional areas.
  • Responsible for the effective and efficient response to gas related emergencies. Ensures public safety while minimizing frequency and duration of interruptions in the delivery of gas to our customers.
  • Monitor and track capital budgeted projects and associated expenditures.
  • Monitor and track operations and maintenance expenditures relating to areas of responsibility.

Regulatory Compliance:

Accountable for the regulatory compliance for all activities that fall within functional responsibility, as prescribed by 49 CFR 192, Granite State Gas Transmission Operations, Maintenance, Design and Construction Procedures and the Granite State Gas Transmission Integrity Management Program Implementation Plan. These duties include the following:

  • Installation Procedures
  • Employee Training
  • Employee Qualification (OQ)
  • Contractor Qualification (OQ)
  • Documentation and QA/QC audits of construction activities
  • Record keeping and documentation
  • Performance metrics
  • Regulatory reporting

Qualifications:

  • Associates Degree in Engineering, related technical field, or equivalent work experience.
  • (8-10) years of progressively responsible experience, including proven supervisory and construction management experience.
  • Thorough understanding of 49 CFR 192
  • Must be able to accept supervisory standby on rotation basis.
  • Must reside within a specified geographic area and be available for duties during times of system emergencies.
  • Must maintain a valid driver’s license.
  • Must possess Operator Qualification (O.Q.) certification based upon the requirements set forth in D.O.T. 49 CFR 192, Subpart N
