Full-Time Superintendent-Link Maintenance – $70K-$160K – SUPER002155

Job Description

Salary Range:  $70k to $160k, with a midpoint of $115k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:  

Under general direction, supervises and coordinates the oversight of all vehicle and Way, Power, and Signal maintenance functions performed under contract for the Central Link Light Rail System; oversees the maintenance operating and capital budgets for Central Link; ensures contractor is following terms of the Inter-governmental agreement (IGA); analyzes the maintenance cost and operations procedures to identify improvements and/or deficiencies that may exist and works with the contractor to mitigate them through planning and ensuring that the contractor is properly equipped with the tools, training, and resources necessary; coordinates services and operations with multiple departments and local jurisdictions to accomplish objectives; assists the division/department by meeting departmental and Agency goals and objectives; and assists the Light Rail Maintenance Manager on any and all matters as assigned.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Administers and coordinates multiple budgets and projects concurrently while ensuring that costs are controlled by utilizing the competitive bid process; researches multiple avenues such as government surplus, utilizing state contracts for procurement; procures tools and equipment necessary for operating the Central Link light rail; serves as procurement point of contact for the operating company that the Agency has hired to run the light rail system; and researches and coordinates with contracts and finance to ensure that procurement protocol is followed.

• Responsible for keeping all of the system maintenance plans current and up to date, which involves working with numerous departments for input and data gathering; assists in developing maintenance procedures, reviewing them for content, and ensures they are implemented on schedule; reviews or drafts agreements, scopes, and work plans both internally for our operating company and externally with other municipalities as necessary and requested.

• Coordinates with resident engineers, external vendors, operating/maintenance contractor, and Agency staff to ensure that all spare parts are identified, inspected, counted, and entered into the maintenance system; ensures that all assets are tracked, protected, and maintained to a level consistent with Agency agreements and internal policies.

• Reviews all systems as they are modified or turned over from construction to ensure they are safe, completed, function as designed, and any necessary tools or equipment are supplied or procured; reviews future extensions and construction activities; reviews and comments on all designs for construction and coordinates all activities directly or indirectly involving operating/maintenance contractor.

• Works with resident engineers, consultants, and vendors to approve and review all training programs, operations and maintenance (O&M) and O&M manuals for accuracy; provides comments and ensures manuals are corrected and distributed; coordinates all systems and equipment training necessary for maintenance; and ensures that all employee certifications and annual training is completed and evaluates for any necessary updates or improvements.

• Monitors all craft employees to ensure safe work performance and ensures work is completed according to APTA, AREMA, NFPA, SMP’s, Manufacturer’s Recommendations, and company policies or industry standards.

• Performs a variety of administrative functions such as data collection, filing, and report preparation; creates and works with data bases and spread sheets used for a variety of analysis and reports; produces and drafts reports, plans, and presentations as necessary/assigned; and reviews all invoices and expenditures for accuracy and authorizations.

• Participates in the development and implementation of goals, objectives, policies, priorities, and budgets for assigned projects, services, and functional area within the Division; and makes recommendations and forecasts for future funds needed for staffing, equipment, materials, and supplies.

• Provides support to the division/department and others on matters as directed; serves as staff on a variety of committees as assigned; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies, and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

• Attends and participates in professional group meetings; stays abreast of new trends and innovations related to the area of assignment; maintains awareness of federal, state, and local regulations and impact of changes on the Agency.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s Degree in engineering, planning, business administration, or closely related field and five years of rail maintenance experience which includes administrative and supervisory responsibility for a service transit system; OR an equivalent combination of education and experience.

Required Licenses or Certifications:

• Valid state driver’s license

Preferred Licenses or Certifications:

• CDL license.

Required Knowledge and Skills:

• Principles and practices of Light Rail Transit operations and maintenance.

• APTA Rail Standards & Practices, design criteria, federal reports such as those from FTA, NATB.

• Pertinent federal, state, and local laws, codes, and regulations as they apply to light rail transit operations.

• Rail maintenance systems such as signals, communications, track, LRV, and electrical/traction power.

• Basic knowledge algebra and geometry.

• Contract management.

• Contract procurement strategies and management principles.

• Principles and practices of governmental budget preparation and administration.

• Principles and practices of program development and administration.

• Policy and procedure development.

• Ability to read and interpret drawings, schematics, and chart recordings.

• Basic electrical principles and laws.

• Principles of warranty management.

• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.

• Principles of business letter writing and basic report preparation.

• Preparing clear, concise reports, and correspondences.

• English usage, spelling, grammar, and punctuation.

• Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities and produce detailed quality work within tight time frames.

• Safety rules and procedures governing rail operations and maintenance.

• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.

• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports (Word, PowerPoint, Excel, Visio, and SharePoint).

• Mathematical skills in calculating figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.

• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.

• Interpreting and using all types of operating manuals related to a light rail system.

• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.

• Interpreting and applying federal, state, and local policies, laws, and regulations.

• Demonstrating a positive customer service orientation with both internal and external clients.

• Effective oral and written communication while working with diverse work groups and individuals.

• Principles of research and analysis.

• Reading and interpreting drawings, schematics, engineer’s estimates, and field reports.

• Preparing and analyzing complex data and comprehensive reports.

Physical Demands / Work Environment:  

• Work is performed in a standard office environment with periodic visits to maintenance work areas, storerooms, and off site storage facilities as required.

• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and extreme noise when conducting site visits and working in the field. Specific vision abilities required by this job include close vision, depth perception, and ability to adjust focus.
