The Challenge
We are looking for an experienced Engineering Supervisor to lead our Strategic Prioritization Office of Transportation (SPOT team).
In this role, you will:
    • Hire, train, and oversee our SPOT team (engineers and analysts) who evaluate all candidate highway and non-highway projects desiring Strategic Transportation Improvement (STI) funds for NCDOT’s capital improvement program
    • Assign tasks, establish schedules, and review the work of staff to ensure completeness, accuracy, adherence to sound engineering principles and practices, and compliance with the STI law.
    • Chair our Prioritization Workgroup, per the STI law, whose charge is to make recommendations to the NCDOT on the scoring of all projects – ‘’to continually improve the methodology and criteria used to score highway and non-highway projects”.
    • Complete our Prioritization-related reports under the STI law.
    • Review and approve all local input point methodologies used in our strategic prioritization process (as required in NC Law GS 136-18.42).
    • Represent our SPOT Office, including delivering presentations, in meetings with State, Federal, local officials, and external partners.
What You Bring
    • Civil engineering knowledge of the principles and practices related to the planning and design of transportation infrastructure, including traffic analysis.
    • Knowledge of NCDOT’s preconstruction/project development processes in highway and non-highway units.
    • Computer skills in Microsoft Office (Word, Excel, PowerPoint) and ArcGIS.
    • Experience writing memos, reports, and emails conveying technical information and engineering concepts.
    • Demonstrated ability to verbally communicate with elected officials, citizens, and engineers to explain ideas and concepts.
    • Demonstrated ability to interpret policies, procedures, and laws and subsequently perform work in accordance with these policies, procedures, and laws.
    • Ability to change policies and procedures, as needed, to reflect changes in the law.
    • Extensive knowledge of the STI law.
Education & Experience
    • Bachelor’s degree in Engineering, and
    • 5+ years of engineering experience, including
    • 3+ years of management experience; or
    • An equivalent combination of training and experience.
Notes
    • We may require registration as a professional engineer with the NC Board of Examiners for Engineers and Surveyors.
