At DEN, the Government Affairs & Global Public Policy Division (GAGPP) serves as a trusted Leadership partner and provides enterprise-wide guidance, coordination and collaboration focused on multi-sector stakeholders and government officials to advance global strategy and innovation priorities. This includes formulating and communicating on policy matters at all levels (international, federal, state, regional, and local), leading DEN’s City Council approval process, and managing its memberships & sponsorships and state and federal lobbying contracts. In addition, GAGPP advises the Chief Executive Officer and Executive/Senior Leadership on trends, risks, and opportunities related to DEN’s future growth and strategy.
What We Offer
The City and County of Denver offers a competitive salary commensurate with education and experience. The full salary range for this position is $96,275 – $158,854. However, our target hiring range is between $105,000 – $135,000/year, commensurate with education and experience.

Location
The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. Employees must work within the state of Colorado on their off-site days.
In this position you can expect to work on site at DEN or in the field three days per week.
What You’ll Do
DEN’s Government Affairs and Global Public Policy (GAGPP) team is currently hiring for a Strategic Advisor – State and Local Legislative Affairs.
In this role, your primary responsibility will be to provide leadership and subject matter expertise on DEN’s state and local legislative affairs activities, including interaction and engagement with Denver City Council and CO state legislature. Additionally, you will play a crucial role in generating awareness, fostering understanding, and garnering support for DEN and its priority initiatives and policy objectives within the realm of state and local legislative affairs.
You will be part of a nimble, dynamic, and service-focused team, led by the Vice President of GAGPP.
Additional responsibilities for this role include, but not limited to:
- Support and represent DEN on state and local legislative matters, serving as the primary point of contact for Denver City Council and the Colorado State Legislature, advising on policies and priorities in alignment with DEN’s mission and vision.
- Develop and maintain strong trustworthy relationships with executive agencies and key stakeholders, including City Council, CO state legislature, Mayor’s Office, and City consultants to ensure coordinated responses, advice, and counsel on legislative issues, information requests, and policy alignment.
- Monitor and research opportunities, risks, and emerging trends relevant to City Council, the CO state legislature, and the Mayor’s Office, providing DEN with comprehensive support and expertise on state and local legislative matters, grassroots outreach, advocacy, and educational programming.
- Manage compliance and administrative tasks, ensuring timely submission of departmental forms, while also contributing to operational advancements for efficiency and potential revenue growth within DEN.
- Support continuous quality improvement efforts, working closely with division leadership to align strategies, programs, and priorities with organizational goals.
- Prepare data and research to support DEN and GAGPP strategies and provide executive-level guidance on state and local legislative engagement.
- Provide thought leadership and cross-functional collaboration within GAGPP and conduct periodic, metric-based assessments of the effectiveness of the state and local affairs portfolio and opportunities for adaptation and innovation.
What You’ll Bring
We are looking for an experienced leader with policy, political, and business acumen that is outcome oriented and has a proven track record of excellent performance within a very dynamic, complex enterprise.
Our ideal candidate has some or all the following experience, skills, and characteristics:
- Bachelor’s degree in Public Administration, Public Policy, Political Science, Governmental Affairs, Business, Aviation Management, Communications, or a similar field. Related graduate degree is a plus.
- At least five years of professional level work in government affairs, public policy, public administration, business management, or a related field. Experience conducting state and local legislative work within a largescale organization, government agency, airport, or similar regulated industry preferred.
- Excellent communication, both written and oral, and interpersonal skills necessary to forge and maintain relationships, influence, and build consensus among multi-sector stakeholders, including government agency and elected officials. Existing relationships and direct experience with Denver City Council members and the CO state legislature preferred.
- Ability to discern, evaluate, translate, and advocate on complex technical and policy issues, including providing executive-level advice and counsel.
- Ability to perceive and navigate complex political environments and competing interests. This includes being politically astute, maintaining neutrality, and demonstrating diplomacy and a high degree of professionalism.
- Demonstrated experience developing and implementing innovative organizational process improvement.
- Commitment to fostering strong trustworthy relationships with teammates and leadership to advance strategic mission and vision.
- High degree of cultural competency, including ability to develop engagement strategies that resonate with diverse populations, promote inclusivity, and address equity considerations.
Required Minimum Qualifications
- Education requirement: Bachelor’s Degree in Business Administration, Public Administration, Management, or a related field.
- Experience Requirement: Three (3) years of professional experience at the type and level of Management Analyst Senior or planning and conducting operational and/or management studies including determining study methods and procedures, analyzing data, developing recommendations and implementation strategies, and preparing reports of findings and recommendations.
- Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education; additional appropriate education may be substituted for the minimum experience requirements
