Temporary Stormwater Asset Maintenance Specialist

Job Description

  • Provide specialized guidance, technical advice and subject matter expertise during project design and consultant engagement processes to ensure consistency and alignment to capital plans and program needs from the maintenance lens.
  • Coordinate and oversee asset inspections, create work plans for repair and maintenance of storm infrastructure assets. Develop the technical requirement and quantity estimates for preparing REOIs, RFPs, RFQs, terms of reference and specifications. May provide input in the evaluation of tendered bids/proposals and make recommendations for award of contracts for services and/or work related to asset maintenance and state of good repair.
  • Monitor maintenance contractors including quality control in accordance with contract terms and scope and maintaining all inspection records and documentations.
  • Contribute to vendor evaluation and lessons learned conversations to ensure comprehensive and proactive resolution of issues.
  • Provide expertise to Managers, Project Managers, Supervisors and Technical Analysts to investigate on-demand situational conditions of roadway, structure, stormwater and snow storage facility assets.
  • Deliver asset inspections and analysis/prioritization of minor repair and maintenance programs including data for State of Good Repair (SOGR) and life cycles for assets, operating equipment and related components in conjunction with internal and external business partners.
  • Investigate and identify asset deficiencies and performance issues, provide specialized advice, and recommend technical solutions.
  • Provide field data to develop comprehensive facility and asset condition reports to support the development of 1-year, 3-year and 10-year operating and capital plans to support program delivery based on sound knowledge of related legislation, asset life cycles, and project delivery capacity of the infrastructure section.
  • Provide data to support life cycle cost analysis, condition assessment and risk assessments to prioritize asset management/state of good repair expenditures related to rehabilitation or replacement of assets by considering condition of assets or service delivery needs.
  • Collect and provide field data to update asset management databases to ensure that Transportation asset data and equipment records are updated with current asset information.
  • Collaborate with Real Property to provide input to encroachment agreement development, establish required maintenance easements and long-term property needs for maintenance activities.
  • Complete analysis to determine trigger points and validate need to move forward with minor repair, maintenance or replacement of road and storm infrastructure.
  • Assist program partners in the preparation of business cases for non-SOGR (program related) projects including scope of work and costing.
  • Responsible for carrying out job duties in a safe and healthy manner and supporting the division’s on-call programs in winter maintenance.
  • May provide on-call support (after hours and weekends) to support the sections winter and summer maintenance program.

What the role requires:

  • University degree in Engineering or applied sciences or approved equivalent of education and experience. Minimum five (5) years’ experience in asset management infrastructure. An equivalent combination of education and experience in traffic operations/safety may also be considered.
  • Knowledge of asset management, life cycle analysis, roadway, structure and stormwater design specifications and asset inspection/condition assessment and repair program development.
  • Knowledge of related regulatory legislation such as Salt Management Code of Practice, O.Reg 239/02 Minimum Maintenance Standards, Occupational Health and Safety Act, Environmental Protection Act
  • Ability to utilize data stored in Computerized Maintenance Management Systems and asset management software such as Hansen, Maximo, ArcGIS, survey 123, etc.

Nice to have:

  • Any of the following designations: Professional Engineer (P. Eng), Certified Engineering Technologist (C.E.T.) or Licensed Engineering Technologist (L.E.T.)

Work Mode & Job Location: In this role, you’ll enjoy the flexibility of a hybrid work arrangement. This means you’ll have the ability to work off-site and on-site as needed, depending on operational needs at the 2 Copper Road, Brampton worksite. The frequency of on-site work may vary from week to week, depending on operational demands, which can evolve over time.

 

It’s important to note that your off-site work location must be within the province of Ontario. This ensures that we’re compliant with all regulations and policies.

 

Hours of Work: 35 hours per week.
