Job Description
Ocean Associates Inc. (OAI), together with our teaming partner, IBSS, seeks a full-time Stakeholder Engagement Specialist to support the National Oceanic and Atmospheric Administration (NOAA), Center for Operational Oceanographic Products and Services (CO-OPS) in Silver Spring, MD. CO-OPS is the authoritative source for accurate, reliable, and timely tides, water levels, currents, and other coastal oceanographic and meteorological information. A well-qualified candidate will provide support for internal and external communications and outreach.
Key Responsibilities:
- Communications, marketing, and outreach support, which requires developing and disseminating information on NOS products and services, including writing website content, designing and producing graphics, photos, videography, and social media outreach material, developing written communication products, assisting with digital newsletters and stakeholder outreach, managing CO-OPS’ inventory of hardcopy outreach materials (e.g., one-pagers and rack cards), identifying audiences, developing targeted messaging, and developing communications plans.
- Risk-based communication support, which requires identifying targeted audiences and developing key messaging for predictions, real-time observations, and forecasts of inundation and sea level change information provided in NOS products and services.

Required Skills /Education/ Certifications & Qualifications:
- Master’s degree in some combination of communications, stakeholder engagement, and marine policy with knowledge or experience in oceanography, geodesy, or marine science. Candidates with a graduate degree in social science and demonstrated knowledge of coastal science may also be qualified to perform this task. With a master’s degree, at least four years of relevant experience are also required. With a doctorate degree (with or without a master’s), no additional professional experience is required.
- Must have had coursework or professional experience in communications and outreach.
- Requires demonstrated skill in communicating, both orally and in writing, complex scientific principles to non-scientific audiences.
- Requires superior interpersonal and networking skills, particularly with respect to engaging stakeholders and building professional networks. Experience with surveys, focus groups, and other social science methods is preferred.
- Requires a demonstrated ability to organize and self-manage workload, collaborate well with others, and meet deadlines.
- Must be proficient in using the Microsoft Windows operating system, Microsoft Office applications, and Google’s Collaboration Suite (e.g., Docs, Sheets, and Slides) for analyzing data and developing and editing documents and presentations.
- Ability to work effectively both individually and collaboratively in a team/group setting.
- Ability to receive constructive feedback and implement appropriate action.
