The Bridgewater State University Police Department is charged with the protection of the lives and property of more than 12,000 Bridgewater State University students, faculty, staff, and visitors on nearly 300 acres of University land and 38 major buildings, as well as the streets and other passageways adjoining University property. Police Department staff work with community members to prevent crime, solve problems, and take proactive steps to make Bridgewater State University as safe as possible.

All BSU Police Officers attend municipal police academy training and have full police authority on campus and throughout the town of Bridgewater. The Department enforces all state laws, including motor vehicle laws, as well as university rules and regulations.

In addition the department is made up of three major divisions; Headquarters & Emergency Management, Operations, and Administration. Within those divisions are several bureaus and units such as the Patrol Bureau and Detective Bureau. The department is a member of the Southeastern Massachusetts Law Enforcement Council (SEMLEC) SWAT, Search & Rescue, Crisis Negotiation, and Detectives as well as the Metropolitan Law Enforcement Council (METROLEC) Bike Unit. BSUPD also belongs to the Whitman-West Bridgewater-East Bridgewater-Bridgewater-Bridgewater State University Police (WEB) regional major crimes and drug task force.

BSUPD is widely recognized as the premier state university police department in Massachusetts. The department stands ready to deal with the same kinds of incidents that any small-city police department handles.

Position Summary:

The Community Liaison (CL) is a non-sworn member of the BSU Police Department who serves to make connections between the BSUPD, student groups, and other members of the university community. The CL helps the BSUPD by actively reaching out to foster trust between the department and the community it serves; and by serving as a member of the department’s community outreach and crime prevention team. The CL must be knowledgeable about services and programs offered by the BSUPD and the University and develop an understanding of community needs. The CL must be able to communicate with students, with a particular focus on students of color and other minoritized groups.
Reports to: Assistant Chief of Police
Functionally supervised by: Chief of Police, Deputy Chief of Police, and Captain.
Supervision exercised: None.

Full-Time, APA Unit Position
Tour of Duty and Schedule: TBD by Assistant Chief of Police or designee. Subject to change according to departmental needs.
Area of Assignment: University Wide – Bridgewater

This is an APA unit position and is subject to the terms of the current APA collective bargaining agreement.

Position Type: APA Professional

Essential Duties:

• Serves as a bridge between student groups and BSUPD partners in ensuring the successful progression of program activities by assisting in and overseeing the development and oversight of Community Liaison Program initiatives.
• Connects the BSUPD with members of the community.
• Answers questions from university community members about police policies and operations, seeks opinions from university community members, and identifies community concerns.
• Shares information in various ways and in various settings, including presentations with students and meetings with student groups.
• Helps to eliminate barriers that may exist between the police and the community.
• Helps to mediate any disputes that may arise between the BSUPD and the community.
• Manages all BSUPD social media accounts.
• May engage in conflict resolution to prevent people from resorting to violence; or to assist in “self-help” measures to handle disputes.
• Learns how to employ non-threatening words and messages so as to not create or escalate tensions.
• Provides training within the BSUPD.
• Under direction, assists with developing, maintaining, and promoting effective community and individual relationships.
• Collaborates with other university departments and offices.
• Interprets program services and distributes informational material to participants to describe what, where and when program services are available to them.
• Co-chairs or chairs the police-community advisory board that makes recommendations about police-community relations and public safety policy to the chief of police.
• Uses computer applications or other automated systems, such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments.
• Recommends responses and action plans as a result of interacting with stakeholders ensuring effective communication practices to meet Community Liaison Program strategic goals and objectives and to provide visibility.
• Performs other related duties as assigned by the Chief of Police or designee.

Required Qualifications:

• Must be able to work effectively with diverse populations.
• Must create, develop, and implement collaborative projects and initiatives.
• Must be able to problem-solve and access resources in a complex environment.
• Must be able to identify, organize, prioritize, and schedule multiple job responsibilities.
• Must have the ability to carry out responsibilities with limited supervision.
• Must be able to exercise good judgment in unexpected or emergency situations.
• Must deal effectively with the public, sometimes in stressful situations.
• Must be able to work flexible hours to allow for participation in evening and weekend community outreach and events.

Preferred Qualifications:

• Community outreach specific experience.
• Familiarity with the BSU community, & community resources.
• Experience working within a police department
