Your opportunity at a glance:

The WSLCB Finance Division is announcing an exciting opportunity for a Spirit Fee Accounting Supervisor (Fiscal Analyst 5) position in Olympia, WA. This position reports to the Tax & Fee Accounting Manager in the WSLCB’s Finance Division.

The Spirit Fee Accounting Unit is a collaborative team that provides support to LCB Auditors, the Licensing and Enforcement Divisions, and LCB licensees by interpreting relevant RCW and WAC regulations related to spirit fee reporting, privilege activity, and revenue distribution.

In this role, you will directly impact the agency’s revenue and ensure compliance with spirit fee payments from licensees, while delivering exceptional customer service to both internal and external stakeholders. You will also supervise a Fiscal Analyst 2 and a Fiscal Analyst 3. This position adheres to all applicable laws, including RCWs, WACs, federal policies, and regulations, as well as state policies governed by the Office of Financial Management (OFM), Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and LCB policies relevant to accounting functions. Additionally, you will be responsible for providing timely and accurate financial data to optimize efficiency and resource utilization.

Duties

Some of the duties you will perform are:

  • Review staff work for accuracy.
  • Conduct or make training available for assigned duties.
  • Crosstrain staff to ensure there is backup for all positions.
  • Work actively with each member of your staff in their professional development and career advancement.
  • Create new desk manuals for new positions and maintain desk manuals for existing positions and duties.
  • Ensure Position Descriptions and evaluations are completed by established HR dates.
  • Set clear performance expectations for each member of staff under your supervision.
  • Provide staff with honest and timely feedback formal and informal.
  • Recognize and reward desired performance and correct undesirable.
  • Be a “hands-on” supervisor, who is aware of the work your staff are doing each day.
  • Actively pursue opportunities to enhance workflows and minimize waste by utilizing Lean Principles.
  • Be accessible and proactive in following up on open items.
  • Provide Conflict resolutions for staff and customers.
  • Ensure timelines and deadlines are met for reporting and collection.
  • Provide timely and accurate reports, moving to electronic reporting when applicable.
  • Oversee fiscal or financial transactions related to Spirit Fee revenue.
  • Analyze revenue data at sub-program, appropriation, object, and major group/ source level with AFRS Accounting System.
  • Review monthly licensee revised reports and approve refunds for overpayment.
  • Work with stakeholders to increase e-payment by licensees.
  • Work with other finance supervisors and managers to share knowledge, improve processes, and strive for connectivity between work groups.
  • Assist the Tax and Fee Accounting Manager and work with other agency staff to implement new processes in support of legislative changes and policies.
  • Lead staff in determining measurements for root cause analysis.
  • Lead staff in presenting the Process Fundamental Map, encouraging participation.
  • Track, notify, and make recommendations for licensee non-compliance.
  • Respond to public requests.

 

 

Qualifications

 

Required Qualifications:
Required Qualifications:
• A bachelor’s degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting.

 

AND

Four years of relevant professional experience. Relevant experience is within an area related to financial, fiscal, accounting, auditing, etc. Knowledge and understanding of Generally Accepted Accounting Principles (GAAP), Government Accounting and Internal Control Processes.

 

OR

• Any combination of relevant education and professional experience totaling eight years. Education must include the required credit hours in accounting.

 

• A master’s degree in a financial related field or the following certifications can substitute for one years of required professional experience: Certified Public Accountant, Certified Internal Auditor, Certified Government Financial Manager, Certified Management Accountant.

Preferred/Desired Qualifications:

  • Supervising employees processing and maintaining fiscal record-keeping functions.
  • Cash processing and controls.
  • Electronic payment system.
  • Lean Principles.
  • Proficient in Internal LCB Programs: Enterprise Content Management System (ECMS); iSeries.
  • Proficient in OFM Programs: AFRS, Enterprising Reporting, Webi, Toolbox.
  • Proficient in Microsoft Office 365 – Intermediate Level, Spirit Fee System.
  • Chart of account: Revenue and Distribution accounting codes.
  • General Ledger Accounts, reconciliation experience.
  • Experience interpreting Revised Code of Washington (RCW) and Washington Administrative Codes (WAC).
