Full-Time Senior Transportation Specialist – Right of Way

Job Description

Minimum Qualifications of Education and Experience

Bachelor’s degree from an accredited college or university in Business, Engineering, Real Estate or related field and two (2) years of experience in a similar position as listed in the work functions.

OR

Associate’s degree from an accredited college or university in Business, Engineering Technology, Real Estate or related field and four (4) years of experience in a similar position as listed in the work functions.

OR

A combination of education and experience equivalent to six (6) years of experience in a similar position as listed in the work functions.

Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver’s license and be free of any major traffic violations for the last three (3) years.

Nature of Work

Under supervision, assists in the acquisition of right of way for Olmsted County transportation projects through correspondence, negotiation and/or condemnation. Works with property owners, utility companies and the general public in day-to-day right of way activities. Interprets deeds and easements and reviews legal descriptions. Drafts Right of Way Plats and exhibits.

Examples of Work

  • Assists with the preparation of parcel files, offers for the purchase of right of way from property owners, exhibits, spreadsheets, documents, and testimony.
  • Reviews construction plans, cross sections and right of way plats to determine if right of way is sufficient for the project and makes recommendations for realignment based on field observations.
  • Meets with property owners, business representatives, attorneys, and the general public to provide correspondence, communication and knowledge of right of way practices including state and federal acquisition laws; attends public meetings.
  • Determines property ownership.
  • Assists with drafting, preparing, and recording deeds and easements for the acquisition of property for right of way purposes.
  • Provides assistance, advice and guidance to engineers, technicians, and related staff in right of way acquisition procedures and practices.
  • Provides assistance, advice and guidance on metes and bounds submissions pertaining to right of way needs for the County.
  • Assists with condemnation hearings and land commissioner viewings.
  • Assists with drafting of County Right of Way Plats and exhibits.
  • Performs related duties as assigned.

Knowledge, Skills and Abilities Required

  • Knowledge of property values and property appraisal techniques
  • Knowledge of property descriptions, records and the legal documents and procedures involved in property transactions
  • Knowledge of assessment practices and procedures
  • Knowledge of bridge and road construction plans
  • Skill in effective verbal and written communication
  • Skill in the use of computers and technology including Microsoft Office software & AutoCAD
  • Ability to analyze factors influencing the value of property
  • Ability to read real estate descriptions, plats, maps, abstracts, contracts, and mortgages
  • Ability to prepare, review and maintain a variety of operating reports and records and systems
  • Ability to keep records, gather data and make reports
  • Ability to negotiate for the purchase of property and rights of way, including residential relocation procedures
  • Ability to establish and maintain effective relationships with property owners, public officials and others
