Job Description
SALARY: $100k – $150k
The Systems Engineering and Integration division is critical to Sound Transit’s efforts to transform the region. With capital expansion projects taking place through 2040, we will quadruple the current service area. The Senior Systems Engineer – Testing & Commissioning will be involved in all aspects of project delivery from a systems standpoint for the agency. This senior-level role will handle complex testing of the Link Light Rail, Bus Rapid Transit and Sounder train. The ideal candidate has a Bachelor’s degree in electrical, mechanical, civil, or closely related field and eight (8) years of experience developing testing requirements, accepting test results, and transitioning a system to Operations within a public transit agency.
GENERAL PURPOSE:
Under general direction, plans, implements, and supports the Agency’s systems test program for the Systems Engineering & Integration Division. This senior engineer role involves the systems test program implementation, oversight, and transition to operations for light rail vehicles, communications, traction electrification, signals, SCADA, fire/life safety, facility mechanical and facility electrical systems, and tunnel operating systems.
ESSENTIAL FUNCTIONS:

• Develops, directs, and evaluates results of testing plans and procedures in support of the agency Systems testing program.
• Performs reviews and oversight to ensure contractor test plans are in compliance with Agency policies and procedures and that all safety certification objectives are successfully met.
• Collaborates closely with engineering, planning, design, and operations to implement the System Testing Program including: scheduling resources, track access, availability of equipment, training, and witnessing tests.
• Monitors contractor and Sound Transit test progress, reviews and evaluates test exceptions, and authorizes requests for testing.
• Leads the Systems Integration Testing Subcommittee for assigned projects.
• Provides support to the department on matters as directed; serves as staff on a variety of committees as assigned; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies, and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelors Degree in electrical engineering, mechanical engineering, civil engineering, or closely related field and eight years of experience that includes systems engineering work preferably involved in testing in a rail or transit related environment; OR an equivalent combination of education and experience
Required Licenses or Certifications: None.
Required Knowledge of:
• Principles and practices of systems engineering, design, and construction.
• Principles and practices of vehicle design, traction electrification, SCADA, signals and communications, or other comparable industry.
• Technical specification and test document writing.
• Pertinent federal, state, and local laws, codes, and regulations, including fire codes, national electrical codes, FRA rules, ATPA, and local codes.
• Principles, practices, methods, and techniques used in the installation, troubleshooting, and maintenance of systems and applications, and Project management and administration.
• Principles of business letter writing and basic report preparation.
• English usage, spelling, grammar, and punctuation.
• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
Required Skills:
• Preparing, interpreting, and developing engineered testing and configuration documentation.
• Performing root cause analysis, troubleshooting, and repair of technical testing issues.
• Leading continual improvement projects to continue to advance the systems testing discipline.
• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
• Establishing and maintaining effective working relationships with other department staff, management, vendors, and outside agencies.
• Conveying technical information and using effective oral and written communication.
• Monitoring program/project schedules.
Physical Demands / Work Environment:
• Work is performed in a standard office environment.
• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
