SALARY: $65k – $105k

GENERAL PURPOSE:  

The ideal candidate performs advanced claims administration and risk management tasks in support of the Agency’s Risk Management Division (RMD). Assumes responsibility for supervising claims handling and administration processes; prepares detailed insurance claim internal investigations, summary narratives and claim analyses for presentation to associated stakeholders. Performs a variety of professional level duties relative to risk & claim investigations and assumes responsibility for the insurance claim administration activities for all Agency and lines of business assets and operations within the RMD to include documentation for tort liability claims and responses to third-party adjusters (TPAs).

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Coordinates the development, implementation and maintenance of the claims management process; works with appropriate Agency staff/departments, insurance brokers, and insurance companies, Partner agencies, and third parties; manages the review, adjustment, disposition and resolution of claims; manages and supervises the development.

• Provides oversight, maintenance and monitoring of claim documentation and files, risk management information system (RMIS) claims management database, and RMD insurance/claim records. Provides direction on the preparation, investigation, and administration of insurance claim files; document and data collection process, records management, and oversee use of RMD Risk Management Information System (RMIS).

• Provides property and liability claims administration; communicates claims procedures to all Agency internal and external customers.

• Provides professional level research, analysis, and other analytical support to the Agency’s RMD and Legal Department; coordinates with internal/external professionals, Agency staff/consultants, local jurisdictions, and affected community and business groups.

• Understands, interprets, and applies division policies and procedures, and applicable federal, state, and local policies, laws, and regulations; develops and administers RMD claims management policies and procedures for publication.

• Stays current in the field of risk and claims management, applies new trends into existing policies and procedures; trains stakeholders on any changes to existing practices on a regular basis.

• Conducts research and analysis of information received from various sources to interprets key information to evaluate and develop reports or presentation for assigned stakeholders identifying risk management, insurance, and claims management issues; and makes recommendations based on analyses/findings. Implements tools and techniques to manage projects and tasks to facilitate the resolution of Agency and program liability, property, and other claim issues and problems efficiently. Partners with diverse work groups and individuals internal/external to the RMD, Agency, and public; establishes, leads, participates, or facilitates at meetings to convey data, information or position of RMD; prepares reports, correspondence, agreements, agendas, statistical charts, and other documents; presents results, identifies alternatives, and makes recommendations; responds tactfully, clearly, and concisely to inquiries from the Agency or public on claims-related issues.

• Represents RMD in meetings, presentations, workshops, project visits, construction field site tours, and training sessions; and manages other risk management and claim administration activities as assigned.  Serves on ST committees as representative of RMD as directed.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s Degree in business administration, insurance, claims management, risk management, or a closely related field, and four years of practical/professional level experience in claims management and administration for large commercial insurance programs/projects that includes property and liability claims insurance responsibility, preferably in construction/transportation infrastructure for a public transit entity; OR an equivalent combination of education and experience.

Required Knowledge and skills:

• Operational characteristics, services, and activities of Risk Management Division (RMD).

• Business/industry principles and practices for the area of responsibility.

• Commercial Insurance principles, practices, and terminology.

• General Liability insurance and commercial property insurance policies, insurance and claims terminology, standards and practices.

• Principles and practices of insurance claims management and administration.

• Principles and practices of loss reduction and loss control.

• Pertinent federal, state, and local laws, codes, and regulations.

• Construction and transit industry, and public transit operations.

• Project management techniques, principles, and terminology.

• Microsoft Office Suite; including Outlook, Word, Excel, PowerPoint and SharePoint. Experience with on-line database systems for financial reporting, document management, and risk management information systems (RMIS).

• Modern office procedures, methods, and equipment including computers, computer applications such as word processing, spreadsheets, and financial and statistical databases.

• Organizational structure, methods and organizations workflows and operating procedures, as well as management principles and practices; working knowledge of research techniques and reporting data.

• Interfacing with consulting insurance brokers, third party claims administrators (TPAs), and insurance company claims managers, insurance company underwriters, and actuaries.

• Applying broad knowledge of claims management methods, practices, and techniques used in the performance of the duties as Senior Risk & Claims Analyst.

• Practical experience in the administration of construction insurance claims, construction contract claims, construction litigation, requests for equitable adjustment claims, change order process.

• Ability to read construction project contracts, schedules and associated documents.

• Ability to effectively communicate with outside entities and partners while recognizing and appropriately responding to political risks and diversity sensitivities.

• Applying principles and practices of technical area of expertise.

• Using personal computer software programs and compiling and preparing spreadsheets for analyses.

• Establishing and maintaining effective working relationships with other division/department staff, management, vendors, outside agencies, community groups and the general public.

• Understanding and interpreting risk and claims management programs and services.

• Interfacing with other department staff, including insurance industry and third party adjusters.

• Preparing and analyzing complex data and numerical computations and comprehensive reports.

• Maintaining confidentiality and communicating with tact and diplomacy.

• Supervising the insurance claims management and administration of the RMD.

• Responding to inquiries with effective oral and written communication.

Physical Demands / Work Environment:  

• Work is performed in a standard office environment.

• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
