Full-Time Senior Right of Way Agent
Job Description
- Assist our Division 8 Real Property Supervisor directing daily goals and responsibilities by directing/coordinating highway right of way acquisitions and relocation assistance on all Primary and Secondary roads.
- Assist with more complex and specialized projects requiring senior analytical, problem solving, negotiation, and communications skills.
- Provide supervision and technical assistance to Right of Way staff on negotiations, relocations, plan changes, and right of way policies/procedures.
- Negotiate right of ways on unusual, difficult, and complex claims.
- Train office staff ensuring that NCDOT and office policies are understood and adhered to.
- Maintain residue inventories.
- Manage the sale and disposal of residual and surplus properties, C/A breaks, surplus right of way requests, and property management contracts.
- Oversee consultants.
- Assist in staff training and supervision to ensure thorough knowledge of programs, policies, and procedures of other units in the Right of Way Branch.
- Provide technical assistance on negotiations, relocations, construction, policies, and procedures to staff.
- Excellent communications skills to communicate with employees and the public.
- Ability to effectively coordinate right of way acquisition work with private firms and oversee compliance to policy and contract specifications.
- Considerable knowledge of Federal/State highway policies and procedures related to right of way acquisition, removal of conflicts and Federal participation in right of way costs.
- Knowledge of NC laws related to real estate conveyance, easements, contracts, and eminent domain.
- General knowledge of appraisal methods.
- Ability to explain verbally and in writing to property owners right of way concepts, procedures, highway plans, and construction methods.
- Experience in negotiations and relocations including a thorough knowledge of the Uniform Relocation and Real Property Act as it relates to right of way relocations.
- Knowledge of plan reading.

- Experience drafting deed descriptions and measuring right of way areas.
- Demonstrated ability to organize and maintain electronics files.
- Experience preparing and researching legal instruments and public records, drafting deed descriptions, and measuring right of way areas.
- Demonstrated ability to organize and maintain digital files.
- Night and weekend work may be required.
- You must become a Notary Public from the NC Secretary of State’s office within 6 months of hire and maintain it throughout employment.
- Masters degree in Business, Economics, Real Estate or related field, and
- 1+ years of experience in the development, appraisal, or brokerage of commercial/industrial real estate; or
- Bachelors degree in Business, Economics, Real Estate or related field (i.e., Civil or Structural Engineering, Architecture), and
- 3+ years of experience in the development, appraisal, or brokerage of commercial/industrial real estate; or
- An equivalent combination or education and experience.
