Senior Project Manager, Major Capital Water/ Wastewater Engineering Services
Public Works – Water/Wastewater – Engineering Services
Status: Regular Full Time
Salary Range: $110,870 to $138,589 per annum (plus comprehensive benefits and vacation approval)
Work Mode: Hybrid; 1 day on-site per week at 10 Peel Centre Drive, Brampton ON *see below for more details about this work mode.
Hours of work: 35 Hours per week
Who we are: The Water and Wastewater Engineering Services Division is responsible for constructing more than one billion dollars per year of housing enabling critical infrastructure to support the provincial housing plans. The Sr. Project Manager is responsible for Managing Large Complex Capital projects. These projects are multi disciplined and normally valued at over $10,000,000 each.Project duration is usually 3 to 5 years from commencement for projects that include Treatment Plants, Pumping Stations, and Large Diameter Trunk Watermains. While most projects are growth related in accordance with the Regions Master Plan to 2041, they will also undertake upgrades to existing operating facilities in conjunction with the expansions as required. Due to the critical timing of projects and risk to existing infrastructure all projects must utilize Capital Project Management Methodology.
What you will do in this role:
Management of various large complex Capital projects that involve Treatment, Pumping Stations, and Trunk Watermains and Sanitary Sewers, and condition assessment and rehabilitation.
Managing the selection and procurement process for major equipment and assessment of new technologies.
Preparing and tendering requests for proposals including defining the scope of work and terms of reference for the expansion of the wastewater system.
Developing tender documents for contracts
Evaluating detailed proposals
Leading Value Engineering assignments when peer review is required to ensure constructability and value.
Controlling project budgets, schedules, monitoring and reporting on the same
Liaising with other departments, divisions and sections within the Region as well as with Regional Councillors, external agencies, municipalities and the public
Negotiating and securing approval from the environmental agencies including CVC, TRCA, MNR, NEC, DFO, MECP
Negotiate project changes in scope and related extras to minimize Peel’s financial risk while maintaining the quality and schedule of the project
Leading project teams which are also resourced with full time on site consultants
Directs/manages staff related to the administration of contracts
Provides assistance and recommendations for the development of the annual Capital Budget
Provides budget estimates and project scheduling for recommended infrastructure requirements in the Capital Budget and forecasted Master Plan.
Works with manufacturers and operations staff in determining future operational cost impacts
Ensures capital projects are well thought through to ensure risk is minimized to existing infrastructure and treatment processes
Leads the development of CPMM documents and ensures projects are monitored and completed using this methodology.
Must identify and initiate new business requirements to improve current practices and better assess infrastructure needs
Must keep continually educated on emerging technologies and changing regulation
What the role requires:
University degree in Civil Engineering and a minimum of 5 to 8 years directly related experience or an equivalent combination of education and experience.
A preference will be given to candidates who possess a P.Eng. or CET designation.
Experience in planning, design and construction of municipal infrastructure including wastewater treatment facilities, pump stations, and large diameter trunk sanitary sewers and watermains.
Thorough knowledge of wastewater treatment processes, design practices and standards, related codes, regulations, safety acts, tendering/contract process, value engineering and contract administration in order to work independently.
Construction management of large working groups which includes Contractors, Regional staff, Plant Operators and Consultants.
Experience completing Environmental Assessments; Experience procuring major equipment
Combination of education and experience may be considered
Skills/Abilities:
Exceptional time management skills to be able to coordinate multiple budgets, vendors and contractors to get the work done smoothly, on time and on budget.
Strong negotiating, planning, scheduling and project management skills
Political acuity and being able to handle complex or sensitive political matters dealing with project updates
Strong communication skills with the ability to provide regular updates to internal and external stakeholder groups including Municipal, Provincial and Federal agencies.

Work Mode & Job Location: In this role, you’ll enjoy the flexibility of a hybrid work arrangement. This means you’ll have the ability to work off-site and on-site as needed, depending on operational needs at the 10 Peel Centre Drive, Brampton, ON worksite. The frequency of on-site work may vary from week to week, depending on operational demands, which can evolve over time.
It’s important to note that your off-site work location must be within the province of Ontario. This ensures that we’re compliant with all regulations and policies.
