Full-Time Senior Project Manager-Enterprise Asset Management System – $70K-$160K – SENIO002206

Job Description

Salary range is $70k to $160k, with a midpoint of $115k.  New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:  

Under general direction from the Director of Essential Data & Analytics, this position will lead the efforts to continually optimize the Sound Transit’s Enterprise Asset Management System (EAMS) and advance technology to support the EAMS user groups; further define and manage the implementation of tactical recommendations designed to enhance the use of Sound Transit’s enterprise-wide asset management information software system; work with business units to determine information needs and design the processes and requirements to ensure that information is collected, entered into the system and maintained; work with the administrators of the agency’s EAM software system to configure the system to enhance data entry, database creation and reporting capability; work with frontline and managerial employees at Sound Transit, King County Metro and other partners across all modes and business units (vehicle operations, vehicle maintenance, facilities management and transit technology) to ensure asset management needs are met.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Develop external eminence across the sub-capabilities in the EAMS space.

• Promote an effective forum for sharing EAMS expertise across Sound Transit and the partner agencies.

• Strengthen the Agency’s collective EAMS knowledge, helping resolve users’ EAMS challenges.

• Work with the users from each Mode and business unit to jointly assess opportunities to improve the use of the system.

• Capture technical and business process requirements and end-to-end design solutions addressing users’ business drivers.

• Support development of new EAMS opportunities in conjunction with the business units.

• Where appropriate, provide consultancy to agency partners in the development of their requirements.

• Actively participate in the RFI/RFP process and development of proposals in line with agency needs to improve EAMS and meet user needs, liaising and qualifying with other colleagues as necessary.

• Present technical solutions to user and business units, both formally and informally, as required.

• Author high-quality, informative content as a with solution descriptions, diagrams as part of the RFI/RFP process.

• Be the voice of the market; gather and consolidate market observations and trends.

• Validate order documentation before submitting it to the EAMS delivery team.

• Provide additional information and advice to the Modal Operations teams during the implementation that drive successful delivery engagements that are effective, efficient and of the highest quality.

• Provide various levels of reports for top opportunities, weekly progress reports and ad-hoc reports requested by management.

• Maintain and upskill knowledge of various products, services and industry practices.

• Establish Standard Work Management Process.

• Develop training materials for EAMS users and teach basics of asset management best practices.

• Configure the EAMS to track performance and reliability of assets owned and operated by the Agency.

• Follow and promote the Agency safety rules, regulations, and procedures pertaining to their assigned duties and responsibilities, which could include systems, operations, and/or other employees.

• Create relationships and build bridges with employees at every level of the organization to help people understand the agency’s shared vision.

• Align the EAMS data with the work staff perform in alignment with the agency vision and assist them in undertaking the necessary steps to achieve that vision.

• Champion and models Sound Transit’s core values and demonstrates values-based behaviors in everyday interactions across the agency.

• Contribute to a culture of diversity, equity and inclusion in alignment with Sound Transit’s Equity & Inclusion Policy.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s Degree in Information Technology, Computer Science, or related field. Five years of experience on project/program management, functional configuration and software implementation such as computerized maintenance management systems (CMMS) or enterprise asset management (EAM), developing policies and business processes with multiple stakeholders, and leading teams, managing engagement economics and business development. Preferably have experience in one or more of the follow areas: Transportation, Utility (Transmission, Distribution, Generation, Nuclear), Oil and Gas, Media and Entertainment, Regulatory, Customer, Supply Chain or Finance Transformation or Implementation.

Required Licenses or Certifications:

Valid state driver’s license.

Preferred Licenses or Certifications:

• PMP or other project management certification.

Required Knowledge and Skills:

• Operational characteristics, services, and activities related to operations, maintenance and facilities management, preferably in a rail or transit related environment.

• How to drive towards continuous improvement using a structured process like lean, six sigma, TQM, etc.

• Performance reporting and performance management.

• Occupational hazards and standard safety practices.

• Pertinent federal, state, and local laws, codes, and regulations.

• Project management techniques and principles.

• Demonstrated experience working with software configuration and applications that leverage database infrastructure and a keen understanding of relational databases.

• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.

• Understanding, interpreting and documenting end user requirements and incorporating them into policy and procedure documents.

• Utilizing personal computer software programs to incorporate and analyze data as well as compiling and preparing reports using that data.

• Responding to inquiries in effective oral and written communication.

• Self-starters, team focused, good communicators, and able to educate others on asset management data needs and software design challenges.

• Flexibility to work across advisory services if needed.

Preferred Knowledge and Skills:

• Experience information systems for managing assets, building and facilities.

• Experience in managing information technology projects.

• Experience with Trapeze EAM or other asset management software.

• Experience managing lean continuous improvement projects.

• Experience with condition based or predictive asset maintenance technologies.

Physical Demands / Work Environment:  

• Work is performed indoors and out of doors throughout the service area of King, Pierce and Snohomish Counties.

• Work off hours during special projects and inspections.

• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 50 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, infectious disease, and extreme noise when conducting site visits and working in the field.

• Work near/adjacent to active rail and bus lines.
